Under article 4.2
, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The position will be located in the ILO Country Office in Abuja. The main objectives of the International Labour Organization (ILO) in Africa are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
The project is centrally managed by the ILO Regional Office in Africa. The ROAF has overall political and management responsibilities for the promotion of ILO principles, policies and decent work priorities in the region as well as provides strategic guidance and support to all country offices and Decent Work Technical Support Teams (DWTs) in Africa. Furthermore, the ROAF is responsible for promoting collaboration on decent work issues with continental institutions like the African Union, African Development Bank and United Nations Economic Commission for Africa. The main objectives of the ILO in Africa are to promote rights at work, encourage decent employment opportunities, enhance social protection and strengthen dialogue on work-related issues.
Africaâs population is rising the fastest. The pressure to provide decent work opportunities for new labour market entrants will be particularly acute in Africa. The ILO in the region has given priority to promoting employment in the rural and informal economies, and underscored the need for action to tackle youth unemployment. Building the capacity of its constituents to contribute more effectively to the achievement of equitable and inclusive growth is a major urgency.
The Finance & Administrative Assistant will work on the âAccelerating action for the elimination of child labour in Africaâ project. This four year project has the overarching goal to accelerate the elimination of child labour in Africa, through targeted actions in selected supply chains in Cote dâIvoire, Egypt, Malawi, Mali, Nigeria and Uganda. It will address child labour in a multi-country and multi-sectoral approach, enhancing synergies and developing innovative and evidence-based solutions in contexts where more than one prominent driver of child labour coexist. The outcome of the project will go beyond the targeted countries, thus benefiting the whole region through the promotion of partnerships and knowledge sharing.

Under the direct supervision of the National Project Coordinator and the overall responsibility of the Director of the ILO Country Office in Abuja, the Finance & Administrative Assistant will undertake the following tasks within the Project:
Description of Duties
1. The Finance/ Administrative Assistant shall provide administrative and financial support to Accelerating action for the elimination of child labour in Africa Projectâs management and staff
3. Assist in the preparation of budget estimates and expenditure, forecasts.Â
4. Assist in processing payment requests and maintaining project financial transactions in accordance with the ILO financial rules and regulations;Â
5. Collect quotations, draft contracts and agreements with partners and suppliersÂ
6. Assist in providing information to projectâs Implementing Partners on ILO administrative and financial procedures. Inform potential difficulties that may arise from the administrative and finance managementÂ
7. Perform administrative tasks, including logistical support to the project personnel, travel arrangements (including TA request), visas, hotel reservation, etc., and provide logistics arrangements for meetings, conferences, seminars, and workshopsÂ
8. Provide support for incoming and outgoing missions, and provide briefing materials and support to project staff undertaking project activities.Â
9. Assist in drafting terms of reference for project external collaboration contracts and service contracts under the guidance of National Project Coordinator and Programme Manager.Â
10. Review project documentation for clarity and consistency as required.Â
11. Organize data and information, prepare and maintain records and documents.
12. Perform other tasks as requested by the National Project Coordinator and the Director of the Country Office.
Completion of secondary school education plus formal training in accounting and/or finance and administrative field from a recognized commercial school or equivalent
Five years of professional experience in the relevant occupational area.
Fluency in English is required. A working knowledge of relevant local language is an advantage.
The person must have good knowledge of administrative procedures and accounting principles, ability to search and retrieve information from central databases and compile reports, operate computer program and software packages for various administrative actions, good drafting skills, ability to establish and maintain effective relationships with officials at all levels and ability to work accurately with administrative data.Good knowledge of the office administrative and personnel rules, regulations, practices and procedures. Good knowledge of national/local laws and regulations as pertinent to the areas of responsibility. Good knowledge of the officeâs programming matters and activities. Excellent analytical skills. Ability to communicate effectively both orally and in writing. Excellent drafting skills. Good negotiation skills. Ability to clarify information. Good computer applications skills. Proven ability to deal with confidential and sensitive matters. Good organizational skills. Ability to work on own initiative as well as a member of a team.
