Responsibilities:
Facilities Management:
- Directs and inspects facilities for regulatory compliance
- Assesses and monitors facility repairs to ensure cost effectiveness; establishes criteria for repair versus replacement of facilities
- Develops and implements the department’s plan in accordance with the University’s overall strategic plan.
- Creates, implements, and maintains department repair and capital improvement budgets; ensures compliance with budgetary constraints; and forecasts and plans facility improvements.
- Plans, develops, and prioritizes projects and weekly work plans; ensures that materials are ordered, projects are designed and planned in collaboration with the appropriate department, and monies are available
- Plans work/staff schedules; evaluates and monitors maintenance with regard to progress and costs.
- Coordinates and monitors the status of work orders; estimates, requests, and purchases materials and equipment; and estimates labor costs
- Ensures compliance with applicable building and safety codes, hazardous waste disposal, hazardous materials, etc;
Technical Oversight Functions:
- Maintain an energy-efficient campus environment by ensuring all energy management systems (including utility meters) such as network control modules (NCMs), network integration engines (NIEs), network automation engines (NEs), etc, and associated devices are maintained in accordance with the applicable standards and that all systems are operational at all times.•
- Minimizes institutional liability regarding the University’s compliance with federal regulations by interacting with the appropriate department to enforce policies, laws, and regulations governing environmental protection, the handling of hazardous materials and hazardous waste, and the use of chemical substances and materials.
- Ensures that the Powerhouse is operated within all federal, state, and local regulations and guidelines for the proper production and distribution of high-pressure steam and related equipment systems.
- Ensures that contracted mechanical services in the area of responsibility met specified results by inspecting the work performed and directing corrective action as necessary.
Leadership:
- Formulates strategic direction and plans for the department
- To represent the department on campus and to the local community where needed
- Manages and provides leadership in all operational functions of the department
- Analyses the department’s needs and articulates them to the Director of Works & Physical Planning.
- Provides timely and appropriate advice on all l matters of the department to the Director of Works & Physical Planning and the University Management Team when needed.•
- Leads the development and directs the implementation of strategies and plans for the department to enable the effective development and delivery of plans on facilities.•
- Provides
timely monthly reports to the Director of Works & Physical Planning and other
reports as and when requested.
Requirements:
- Master's degree in Engineering, Architecture, Planning, Facilities, Construction Management, Business, or other related field
- Registered Professional Engineer.
- 8-10years years post qualification experience in the general field of physical plant management, engineering, construction management or architecture, or a closely related field
- Membership in relevant professional organizations and networks
- Possess high-quality leadership and management skills.
- Experience in Institutional Planning and Development
- Display excellent interpersonal and organizational communication skills.
- Knowledge of basic architectural, engineering, and construction methods and processes.
- Strong knowledge and understanding in the following areas: physical plant operations and maintenance, mechanical/electrical / plumbing systems, fire/life safety in high-rise buildings, and facilities planning and construction.
- Ability to articulate complex issues in lay terms; proficient in the development of policies and procedures.
- Ability to interact well with various constituencies, from trades shop staff to university officials and external governmental agencies
