Role Overview

We are seeking a Program Manager to ensure successful delivery of outcomes aligned to CIL’s strategic objectives—on time, within scope, and within approved financial and resource constraints—by acting as the central orchestration layer between strategy, delivery teams, and executive stakeholders.


Key Responsibilities


  • Owning the planning, governance, and execution of assigned programs, ensuring alignment with organisational strategy and business priorities.
  • Defining program objectives, success criteria, delivery roadmaps, and integrated timelines across all constituent projects.
  • Establishing and enforcing program-level governance, controls, and reporting structures to ensure predictable delivery.
  • Managing inter-project dependencies, risks, and cross-functional handoffs to prevent delivery slippage and execution bottlenecks.
  • Providing consolidated visibility into program health, including progress, financial performance, risks, and benefits realisation.
  • Driving stakeholder alignment by facilitating structured engagement with executive sponsors, delivery leads, and client-facing teams.
  • Overseeing program budgets, forecasts, and cost controls, ensuring financial discipline and early identification of variances.
  • Acting as the escalation point for program-level risks, delivery conflicts, and resource constraints, driving timely resolution.
  • Ensuring delivery standards, change control, and approval frameworks are consistently applied across all projects within the program
  • Embedding continuous improvement practices by identifying systemic delivery issues and implementing corrective actions.
  • Supporting transition from delivery to operations by ensuring readiness, handover completeness, and outcome acceptance.


SKILLS AND EXPERIENCE REQUIRED

  • Minimum of 3 years of experience in project and program management, with a significant portion dedicated to managing complex, multi-stream programs.
  • Deep knowledge of program governance, delivery methodologies and managing a portfolio of complex, interdependent projects.
  • Strong skills in budget oversight, forecasting, cost control, and variance identification.
  • Proven ability to identify, assess, and mitigate program-level risks and manage complex inter-project dependencies.
  • Excellent communication, influencing, and facilitation skills to align executive sponsors, delivery teams, and clients.
  • Unified leadership capability to drive execution discipline and act as the primary escalation point for timely conflict resolution.
  • Ability to consolidate and communicate program health, financial performance, and benefits realisation through clear, reliable reporting.
  • Proven experience managing large, complex programs or a portfolio of interrelated projects.
  • Demonstrated success in driving client satisfaction and achieving positive outcomes leading to follow-on or renewal engagements.


Education


  • Bachelor's degree in a relevant field such as Business Administration, Project Management, Engineering, Information Technology, or a related discipline.
  • Master’s degree in Business Administration (MBA) or a related advanced degree.
  • Program Management Professional (PgMP), Portfolio Management Professional (PfMP), or equivalent industry-recognised certifications is a plus
