Short description of services to be provided:
Overall, the task of the Technical Assistance Team (TAT) will include but not limited to: i) policy and technical advice to the Ministry of Education (MoE) in the performance of their specific assignment; ii) transfer of knowledge and skills including capacity development of officials in the Ministries Department and Agencies (MDA's) responsible for Education Services delivery through training, coaching, & mentoring; iii) administrative, preparatory and ancillary tasks relating to planning, monitoring and reporting on programme activities; iv) secretariat and administrative support to the programme governance structure at the national and at the local levels.

Key Expert 1: Team Leader and Education & Skills Development Expert
Qualifications and skillsA Masterâs Degree in education, development studies, organisational development, business administration, management or a related discipline is required; In the absence of a Masterâs Degree, a Bachelors' degree or equivalent qualification with at least 15 years' experience in the fields listed above or related disciplines will be considered; Proven experience of team management comprising international and local experts; ability to operate within multi-sectoral, multi-cultural teams and flexibility in working style; Good communication skills in English - written and spoken.
General professional experiencePreferably at least 12 years general experience in institutional strengthening and capacity development or strategic management or project and programme management in sectors related to education, skills development and training; At least 3 yearsâ managing development cooperation projects in the education sector.
Specific professional experienceAt least 8 years working experience in education sector development (including development of sector plans), preferably in technical advisory capacity; At least 3 yearsâ experience in one or more of the following areas: strengthening of teacher training systems or curriculum development or governance reform or VET reform or non-formal education or addressingÂ out-of-school children/acceleration programmesÂ orÂ sector strategy development. Experience in EU project management procedures. Experience of working in federal education systems is a strong advantage; Experience in working in the Sub-Saharan Africa region will be an added advantage.
