Position: Senior Program Manager – Transmission & Distribution (Owner’s Engineer) Reports To: Company Leadership (Internal); Client Leadership (External)

Scope: Oversight of portfolio of HV Substations & Transmission Lines.

Role Summary

We are seeking a Senior Program Manager to lead the Owner’s Engineer (OE) teams for our electricity transmission and distribution project portfolio. You will lead the Project Implementation Team (PIT), acting as the primary liaison between the Client and EPC Contractors to ensure projects meet schedule, budget, and international quality standards. You will directly manage complex substation and line projects.  You will also provide oversight to a team of Project Managers leading other projects that you may not directly manage.

Key Responsibilities

1. Program Leadership & Organization

  • Team Management: Establish the project organization and lead the team to ensure efficient data flow, assigning specialized tasks to the "Backstopping Support Team" where needed.
  • Project Framework: Develop and maintain the "Project Manual" as the central guideline for workflows, quality plans, and communication procedures for all stakeholders.
  • Business Development: Support leadership in identifying opportunities and preparing technical methodologies for future tenders.
  • Reporting: Prepare and present various types of report to internal and external leadership as required.

2. Tender & Contract Management

  • Tendering: Manage the two-step tendering process (Pre-qualification and Bidding) for EPC contractors.
  • Negotiation: Support the Client in negotiating bankable contracts by defining objectives, risk allocation, and BATNA strategies.
  • Procurement: Prepare Work Breakdown Structures (WBS) and Statements of Work (SOW) to clearly define procurement requirements.

3. Design Review & Engineering

  • Compliance: Review EPC deliverables (drawings, diagrams, equipment lists) to verify compliance with contracts and codes without duplicating detailed engineering.
  • Coordination: Lead Design Review Workshops to resolve technical queries and reach "Design Freeze" milestones.
  • Document Control: Manage an Internet-based Document Management System (DMS) for secure storage, workflow tracking, and version control.

4. Construction Supervision & HSE

  • Site Oversight: Supervise construction of substations, including civil works, gantries, transformers, and SCADA systems.
  • HSE Enforcement: Enforce the HSE policy, monitoring contractor adherence to ESMP/ESIA and ensuring availability of PPE and health facilities.
  • Quality Assurance: Monitor contractor Quality Assurance Programs and witness factory tests and material inspections.

5. Contract Administration & Controls

  • Project Controls: Utilize Earned Value Management (EVM) and CPM tools (e.g., MS Project) to monitor schedule variances and budget performance.
  • Administration: Assess requests for variations, time extensions, and claims, providing impartial advice to the Client.
  • Payments: Verify contractor invoices against work progress and certify advance, interim, and final payments.

6. Commissioning & Closeout

  • Testing: Supervise pre-commissioning activities, including injection tests, insulation checks, and SCADA integration.
  • Handover: Manage the issuance of "Taking-Over Certificates" upon successful completion and submission of as-built data.
  • Defect Liability: Monitor performance during the Defect Liability Period (DLP) to ensure contractors rectify any post-completion deficiencies.

Required Qualifications

  • Education: Bachelor’s or Master’s in Electrical Engineering (Power Systems focus).
  • Experience: 15+ years in power sector, specifically within Transmission sub-sector and Owner’s Engineer (OE) roles.
  • Skills: Proficiency in Project Control tools (MS Project), Document Management Systems (DMS), and FIDIC contracts.
  • Reporting: Strong capability in producing and presenting management level reports.
