CONTEXTUALBACKGROUND

The IRC has been present in Nigeria since 2012 when the organization responded to flooding inKogi state. In February 2014 the IRC moved into Adamawa State in NE Nigeria to providehumanitarian interventions through a multi-sectoral, integrated approach for conflict affectedpopulations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi andYola of Adamawa State, Maiduguri and Monguno of Borno state and Damaturu of Yobe State.Currently,IRCNigeriaimplementsprogramsprimaryhealthcare,nutrition,environmentalhealth, women’s protection and empowerment, protection, child protection, education, foodsecurity& livelihoods

HeRONProjectOverview

USAID Health Resilience of Northeast Nigeria (HeRON) Service delivery project in Borno andYobe states supports delivery of quality integrated primary healthcare, reproductive, maternal,newbornandchildhealthservices,toimproveevidence-baseddecisionmaking,accountabilityatalllevels of servicedelivery.

IRCleadsaconsortiumofhumanitariananddevelopmentimplementingpartners(ActionAgainstHunger– ACF, Society for Family Health Nigeria).

TheProjectteamisworkingworkalongsidestatesandlocalgovernmentauthorities,strengtheningtheircapacitytoeffectivelydeliverqualityintegratedprimaryhealthcare,reproductive,maternal,and newbornandchild healthand nutrition services.

ScopeofWork

The HeRoN Senior Capacity Building Officer (Senior CBO) will report to the HeRoN ProjectManagerinthestateofassignment.S/hewillbeworkcloselywithhealthfacilitystaff,communitystructuresandLGAstoensureimplementationofHeRoNhealthsystemstrengtheningapproachesand initiatives and ensure activities are aligned with the States Strategic health Plans and HealthSectorpriorities.Thepositionholdermustmaintain collaborativeworkingrelationshipsestablishedamongkeygovernmentstructuresandofficials.Thepositionrequiresexperiencewithgovernment health care system, Experience of working in partnership with or directly with theMinistry of Health, Ability to plan and collaborate with States & LGAs, and the Ability tocollaboratewithawiderangeofstakeholdersthroughcoordinationandconsultation.S/hewill work directlywithProgramfieldstafffromConsortiumpartnerorganizations(AAHandSFH)andConsortium technical program officers.

MajorResponsibilities

ProgramManagement,TechnicalQuality,andStrategy

ProvideCapacityBuildingneedssupportandontheJobmentoring/coachingtotheMOHStaffs at the facility level to ensure that Health System strengthening initiatives areimplemented according to the approved project work plans and in accordance with donorrequirements. Leadincoordinatingthedeliveryofacomprehensivequalityprimaryhealthcarepackageatthefacility and LGA level Track the performance of the project activities and targets against the expected results,and coordinate with the LGA and facility to fast track implementation process to ensuretheproject is progressing towards the set deliverables Conduct joint monthly review of facility performance using standard facility monitoringtooltoensurefacilitiesaresupportedtomeetthecriteriaforreadinesstodelivercomprehensivePrimaryhealthcarepackage ConductjointISSincollaborationwithstateprimaryhealthcaredevelopmentagencyandLGA, develop action plans based on findings of the ISS and provide technical support totheLGAand thefacilityto improveon the plans. Providecapacitybuildingandon-jobcoachingtoFacilitystaffonreproductive, maternal neonatal,child,andadolescenthealthAntenatalcare,deliverycare,postnatalcare,familyplanningcounseling,STIcounselingandtreatment,post-abortioncareandSGBVservicesinsupportedfacilities,nutritionactivitieswith emphasisonimprovingqualityofcare SupporttherolloutofimplementationofthePDIAandorganizationdevelopmentplans acrossIRCsupportedfacilitiesandLGAs Activate or Reactive and ensure functionality of WDCs across supported LGAs andprovide on the Job mentoring and capacity building to enable them provide oversight tothefacility activities Monitor the activities of CHIPs and identify gaps in community activities and strengthenreferralsfrom community to facilities for coverage. Support the CHIPs and CEPs, WDCs to meet regularly (on a monthly basis to discusssuccess,challenges,anddrawactionplanandensurefollowupandimplementationoftheplans) Support health facility-level reporting by providing on the job mentoring and reviews ofdatacollectedfromtheentrypointsforconsistencyandqualityandflaganydiscrepanciestotheLGA’sand StatesM&E staffforimprovements Inlinewiththecommunicationstrategiesoftheconsortium,ensurevisibilityoftheproject andprojectstrategiesatfieldlevel Support collection of stories and photographs that demonstrate the positive impact of theproject Support in all logisticalpreparations forprojectactivities, working in closecollaboration withIRCSupplyChainandFinanceteams. Follow-upandtrackactionplansfromstakeholdermeetings(Produceandarchivemeetingminutesand reports) Supportfieldassessmentsanddisseminationactivitiesasrequired Strengthen state and LGA systems for procurement and supply chain management andinventorymanagement of health commodities. Support the redistribution of tracer commodities between facilities in Borno and Yobestates to other to avoid Stock Out. Participating in routine quality control audits of alldrugsin stock at thehealth facilities supported togetherwith theLGA LMCUs. Technical support to/and/with M&E teams to collect appropriate baseline data over thelifeoftheproject SupportthefacilitiesandLLMCUtoCompilesandsubmitsperiodicLMISreports Support the facilities and LGA LMCU to appropriately forecast and quantify commodityneedsof thefacilities/LGA. Ensurethatallrequiredhealthinventorychecksareconducted,andallvariancesreconciled Performanyother relatedtasks asmay beassigned bythe linemanager

Coordination&Representation:

ParticipateintechnicalCoordinationmeetingsattheLGA andtheStatelevels,asrequired. FacilitatetheplanningprocessesatLGAlevels,toensureaninclusiveapproachthatengagesstakeholdersandcommunitiesto reflecthealth needsinthe localcontext Jointlyplanningwithstakeholdersandorganizingcommunity-levelandfacility-levelmeetings Participateatprogramcoordinationmeetingswithconsortiumandimplementingpartners Coordinatewithotherconsortiumpartnersprogramstaffstoensureharmonizationofimplementationof activities at field level

Qualifications

Education:

GraduateHealthprofessional(Nurse,ClinicalorMedicalOfficer),oranyotherrelevanthealthrelatedfield withpublichealth/systemstrengtheningandGovernancebackground. Post-graduatetraininginpublichealth,addedadvantage

WorkExperience:

Minimum3yearsofprofessionalexperience,ofwhich1-2yearsinhealthsystemstrengthening,or in humanitarian/developmentsettings Experience in local governance, social accountability, public administration, institutionaldevelopment,public-sectorcapacitybuildingorrelatedtechnicalareashighlydesirable. Knowledgeandunderstandingofgovernanceinservicedelivery,particularlyinhealth,highlyrecommended PreviousworkexperiencewithINGO,especiallywithprojectplanningandreportswriting,is an added advantage Haveexperienceingeneralmanagement(includingfinancialandbudgetmanagement,logisticsmanagement, etc.) Familiarity/knowledgeofoperationalcontexts(Borno and Yobe States)
