The International Rescue Committee (IRC), founded in 1933, helps people whose lives and livelihoods have been shattered by conflict and disaster to survive, recover, and regain control of their future. The IRC works across the arc of crisis, from the acute onset of an emergency to long-term programming across five key outcome areas—safety, health, education, economic wellbeing, and empowerment – supporting affected communities in building resilience. We have worked in close collaboration with the Ministry of Health (MoH), State Primary Health Care Development Agency (BSPHCDA) in conflict affected Northeast Nigeria since 2015, and currently support more than half a million people with access to health services across 49 primary health care centers, five hospitals and 26 mobile health clinics.
The IRC Nigeria is requesting for qualified candidate to support the implementation of its new project titled “Broadening Emergency and Graduation Efforts in Borno (BEGE Borno)”. A Consortium project covering 5 LGAs on Borno state. The Health Outreach Officer is responsible for providing essential health services, serve as focal person for all Public Health Emergencies and response, health system support strategy, patient care at the mobile clinics and supported Health facilities, overseeing the mobile clinic activities in Konduga and Dikwa LGA, Borno State. She/he is also responsible for ensuring adherence to the implementation of program activities according to proposal and nationally accepted standards.
Program Management, Technical Quality, and StrategyProject opening and kick off in Dikwa and Konduga LGA Management of day-to-day activities of staff and program implementation in accordance to project proposal Provides accurate diagnosis, treatment, and management of patients in a primary health care setting. Using standard national or internationally endorsed protocols, ensure quality of clinical and non-clinical service provision in health sites by assessing and monitoring performance against standards and guiding and motivating staff to meet and maintain standards. Promote behavior, change by providing health and SRH messages in the communities, in collaboration with community volunteers. Ensure adequate infection prevention and control standards are always maintained in the facility. Ensure health basic protocols and other IEC materials are well displayed in the facilities and outreach sites. Establish effective referral mechanism between the mobile clinic and the hospital/IPD. Liaise with local leaders and other partners in identifying new mobile clinic sites and sensitize community on project implementation. The Health Outreach officer identifies and liaises with the Senior referral Officer on need for referral to secondary care and prepares the patient for referral including referral notes, pre-referral treatment and arrangement of transport.
Program implementation / Grant ManagementBuild capacity of community-health groups through training and supportive supervision to conduct community disease surveillance, strengthen referral between community and health facility/mobile clinics, receive community feedback that will inform stock planning and anticipate patient’s needs and to disseminate health education in the community. Support human resources for essential health care delivery Support primary and reproductive health capacity building of health personnel. Provide job aid materials on technical health topics like Integrated Management of Childhood Illness (IMCI), Early Warning Alert and Response System (EWARS), IPC, as well as support to epidemic disease outbreaks. Maintain referral pathways from the mobile clinics, CWCs, and PHCs to other services or levels of care offered by partners, and vice versa. Provide SRH package that include provision of ANC, PNC, safe delivery (including BEmONC), clinical care of sexual assault survivors, STI treatment, and family planning. Support the MoH facilities with drugs and medical supplies Support the LGA outbreak preparedness by prepositioning of items and supplies, capacity training of the MOH health facilities and on surveillance.
Staff Performance Management, Learning & Development:Monitor and supervise the mobile clinic clinicians and ensure that work is done properly and efficiently. Routinely monitor mobile clinic clinicians ensuring performance according to their job description and provide written feedback in a timely manner. Develop ongoing education programs for mobile clinic clinicians and conduct training and on-the-job training for health staff. Review personnel issues and concerns of clinician and assist in determining and implementing solutions. Adhere to and act in accordance with the IRC Global HR Policies and Procedures and communicate through word and example a high standard of compliance with all applicable policies and regulations.
Research, Learning and AnalysisMonitoring health program implementation: Monitor closely the morbidity and mortality trends together with all the other health indicators to ensure that prompt actions are taken. Provide weekly activity reports to the SRH Manager. Attend meetings concerning overall health program issues. Monitor and promote integrated programming in a way that increases overall impact of health program at the community level. Coordination & Representation Attend all relevant meetings in relation to the health program as may be required and feed in the IRC priorities during meetings; Facilitate field visits for internal and external stakeholders, when required.

EDUCATIONNursing/Midwifery RN/RM, BSc in Nursing, (certificate in reproductive health is an added advantage.) Must possess VALID practicing license and certificate.
Work Experience:Two to three years’ humanitarian experience in clinical medicine, SRH or public health. Proven experience in community-based programming with the ability to motivate and lead community volunteers. Experienced in report writing (highly recommended) Experience in training, capacity development, on the job coaching for team. Ability to work with displaced communities with diverse cultural and ethnic backgrounds. Experience in working in deep field location (Added advantage) Full professional competency in Microsoft Office Suite, (especially Word, Excel, Outlook, and PowerPoint). Experience in community engagement activities and leading community dialogues Excellent interpersonal skills; culturally and socially sensitive Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
