Background

Climate shocks contribute significantly to humanitarian needs and lead to poverty and food and nutrition insecurity, in addition to health and longer-term recovery challenges. Nigeria is regularly affected by multiple hazards, such as floods. Due to climate change, the intensity and frequency of floods have increased over the years, with Nigeria having experienced the most devastating floods in a decade in 2022. Low-income households are the most vulnerable to natural disasters. In 2016, the Nigerian government rolled out a comprehensive National Social Safety Net Programme (NASSP). In view of mitigating the impact of climate shocks on vulnerable families, UNICEF leverages the opportunities of the National Social Safety Net Programme to strengthen the shock-responsive nature of the social protection system via the engagement of all relevant stakeholders.

How can you make a difference?

Under the general supervision of the Emergency Manager, the Programme Specialist â Humanitarian Cash Transfers and Shock-Responsive Social Protection (SRSP), will build on the lessons learned from an anticipatory action pilot carried out in Kaduna State in Northwest Nigeria in 2022 by rolling out a cash preparedness initiative in Jigawa State, also in Northwest Nigeria.

The Programme Specialist shall also provide strategic guidance to enable the country office to engage relevant national and local authorities in view of strengthening the governmentâs shock-responsive nature of social protection systems.

To qualify as an advocate for every child you will have...

An Advanced University degree in one of the following fields: social sciences, public administration, international law, international relations, international development, economics, business administration, or other related disciplines is required.

*A relevant first-level university degree (Bachelor's), plus 2 years of relevant work experience, may be accepted in lieu of the advanced university degree.

A minimum of five years of professional experience at the national and international levels in programme/project development, humanitarian cash transfers, and social protection are required. Previous experience with humanitarian cash transfers and/or shock-responsive social protection programming is required. Project management experience is highly desirable. Government engagement on issues related to social protection or humanitarian coordination is highly desirable. Work experience in an emergency context is an asset. Ability to multi-task and work under tight deadlines. Ability to take initiative, work independently, identify solutions to overcome bottlenecks, and deliver high-quality results on time. Fluency in English is required. Knowledge of a local language is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
