Mission/ Core purpose of the Job:
The Manager Technical Regulation and First Line Compliance will undertake the functions to fulfil the requirements of the technical regulatory framework in Benin while observing the guidelines and general policies provided by MTN Group. The focus of the role is to effectively manage inherent and emerging technical regulatory risks and ensure smooth business operations in providing the needed technical regulatory support.

RESPONSABILITIES
The Manager Technical Regulation and First Line Compliance will be accountable to achieve the following objectives:
Effectively manage all technical regulatory exposures of an internal or external nature (strategic, operational, compliance, financial, technology, external etc) Manage license and authorizations life cycles. Assist in the development of processes and manage the established processes. Provide ongoing education and appropriate briefing and training to internal stakeholders. Investigate and research regulatory trends in the industry advising management where appropriate. Implement appropriate systems for handling in efficiency manner all regulatory tasks and compliance. Conduct regulatory compliance audits and advise management on how to close the findings. Manage all aspects related to spectrum and scares resources, network deployment, interconnect, access, quality of service measures, universal services, portability. Provide recommendations to enhance the Company's Regulatory relations roadmap, policy, framework, methodology. Develop strategies for ensuring future plans and excellence operations and mitigation of risk in legislations, fines and reporting requirements for various regulators. Proactively manage all regulatory aspects related to emerging digital services (data privacy, protection, and security, 5G, IoT, cybersecurity, blockchain, big dataâ¦) Secure Regulatory approvals as per business requirements Provide regular and ad hoc reports requested by management and the regulator. Performs Ad-Hoc duties as assigned by management.B: PERSON RELATED INFORMATION
Minimum job-related educational qualification required.
Bachelor's degree in Telecommunications Engineering or related field. Bachelor's degree in Lawn or Economics with related post-graduation or trainingsMinimum years relevant experience required for this position:
5 years of experience in law or economics Telecom regulation and policies relevant working experience is preferred. International certification in Regulatory or compliance management will be an added advantage.B.1Â

In depth knowledge of the regulatory landscape in Benin. Understanding of the market in a general sense. Research capabilities. Understanding of the industry trends and external best practices in related field. Good relationship building skills, negotiations and influencing skills.

Perform and encourage continuous and effective risk management practice within your activities. Promote risk-based decision taken. Ensure effective escalation of key risks, compliance breach and non-ethical issues. Demonstrate and encourage ethical behaviors.
