Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the to the Federal Republic of Nigeria and ECOWAS, based in Abuja works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Nigerian government in areas that are part of the EU’s remit.
We offer
The post of Project Officer – Institutional Support & Investments (Local Agent Group 1) in the Delegation’s Regional Cooperation section (OPS4) under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. The team consists of 7 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Team Leader of the Regional Cooperation section, providing support, expertise and assistance to the team to deliver on Global Gateway objective to boost investments, in particular large infrastructure investments that have transformational impact in digital, energy, transport, and other priority GG sectors.
I. Policy/Sector Analysis
Following main tasks and duties are currently required:
- Support policy and sectorial dialogue with ECOWAS and its agencies, EU Member States, development partners, financial institutions, the private sector and other relevant stakeholders in view to coordinate better the support provided to ECOWAS in various sectors and identify opportunities for investments in view to accelerate the roll out of EU’s Global Gateway strategy and EU’s strategic corridor approach in West Africa region.
- Contribute to sector analysis and to the definition of a sector strategy for the European Community, e.g.: Team Europe Initiatives and Multiannual Indicative Programme (MIP), etc.
- Contribute to work through co-creation, acting together and drawing on the expertise of colleagues, to identify, build and develop common actions and policies under the EU strategic objectives.
- When required, undertake other assignments that may be needed in view of the efficient functioning of the Delegation.
II. Management Of EU Projects
- Manage programmes aiming at strengthening institutional, operational and coordination capacities of the ECOWAS Commission, ECOWAS Bank for Investment and Development (EBID) and potentially other ECOWAS agencies/institutions.
- Proactively identify, assess and support the preparation of new investment opportunities (focus on investments with a regional dimension, in key GG sectors and/or in line with the EU’s strategic corridor approach) and promote the use of blended finance and guarantees through close interactions EU Member States agencies and companies, local/regional promoters and private sector, Development Finance Institutions (DFI) and other relevant stakeholders (including ECOWAS and its agencies/institutions).
- Contribute to the preparation of decisions of the European Commission approving the programmes / projects proposals submitted.
- Manage, monitor and / or evaluate the implementation of Regional programmes / projects in line with the conditions set out by the Commission’ decisions and the objectives set in programme.
- Analyse annual, interim and final implementation reports.
- Provide assistance to the national, regional or local authorities in implementing programmes.
- Prepare and negotiate relevant updates / amendments of programmes during the implementing period.
- Contribute to reporting requirements: External Assistance Management Report (EAMR); Progress Report; project, sector and ad-hoc reports.
III. Procurement And Contract Management
- Contribute to launching, managing and monitoring of calls for proposals / tenders, evaluation and selection of projects.
- Follow up the implementation of projects and the performance of project managers and partners, monitor contractual obligations (via periodic reviews, ROM, audits, reporting and assistance, etc.).
- Deal with horizontal activities, concertation and networking aspects of the programmes and its projects.
- Supervise, co-ordinate and / or act as operational initiator of contracts.
- Monitor the financial expenditure as reported in cost statements and provide reasonable assurance that claimed costs correspond to the work accomplished.
- Provide the available information for audit and control by Commission services or the European Court of Auditors.
IV. Communication And Networking
- Produce and disseminate the results of projects region-wide, at workshops, seminars, conferences and other public events.
- Extract and disseminate best practices and facilitate exchange of experiences.
- Contribute to the production of publications.
V. Presentation, Negotiation And Participation
- Co-ordinate with INTPA thematic and geographic Units in competence, and other delegations in the region and with Delegation to the African Union.
- Co-ordinate, share information and participate in working groups and task forces with Delegations of the region, EU institutions and EU Member States, as well as within the Delegation.
- Co-ordinate with colleagues in charge of managing regional programmes to ensure general overview of cooperation portfolio with ECOWAS and support the Regional Cooperation Team Leader in various coordination meetings with ECOWAS and partners.
- Participate in projects Steering Committees, Monitoring and Management Committees.
- Contribute to the co-ordination of the project/s with programmes or projects lead by other Delegations, EU institutions, regional and external organisations.
VI. Horizontal Coordination
- Coordinate with the other team members the hand-overs and the back-ups, whenever needed, to ensure the smooth business continuity of the section's and the Delegation’s portfolio.
- When required, undertake other assignments that may be needed in view of the efficient functioning of the Delegation.
The base salary will depend on relevant and verified employment experience. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be as soon as possible in 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- A University degree in relevant fields of study such as international trade, economics, business development, public administration, law or other relevant qualification;
- Professional experience of at least 5 years in management of cooperation projects preferably in the relevant sector, acquired after the required diploma;
- Excellent knowledge of English, fluency in spoken and written (C2 Level);
- Full computer literacy, covering all relevant MS Office applications
- Enjoys civil rights and permits for employment under the Nigerian labour law;
- Medically fit to perform the required duties;
Assets/selection criteria (basis for awarding points to select the best applicant)
- Knowledge of French language at working level;
- A Master’s degree in related fields;
- Experience working with ECOWAS or other regional organizations;
- At least 2 years’ experience in financial and contract management;
- At least 2 years’ experience in a developing country, preferably in West Africa, either in a donor agency or a regional body;
- Excellent negotiating, networking and coordination skills;
- Relevant professional experience in infrastructure project designing, planning, feasibility assessment, financing (blended finance), procurement and implementation.
- Project cycle management experience with deep understanding and experience in project monitoring methods and techniques, including logical framework;
- Familiarity with EU development cooperation instruments as well as EU procurement/financial procedures.

The process
