Duties and Responsibilities
Under the guidance and direct supervision of the Administrative Officer or Head, Admin & Finance, theÂ ICT Officer managesÂ ICTservices,Â develops,andÂ implementsÂ ICTÂ managementÂ systems,Â provides information management tools and technologyÂ infrastructureÂ in medium and large Country Offices.Â TheÂ ICT OfficerisÂ responsibleÂ forÂ reviewofÂ andÂ adviceÂ onÂ theÂ useÂ ofÂ newÂ technologies thatÂ willÂ enhanceÂ theÂ COÂ productivity.Â TheÂ ICT OfficerÂ promotesÂ aÂ client-orientedÂ approach.TheÂ ICT OfficerÂ headsÂ theÂ ICTÂ TeamÂ andÂ supervises staffÂ inÂ theÂ team.Â TheÂ ICT OfficerÂ worksÂ in close collaborationÂ withÂ the Front Office,Â Management Support and Business Development, Programme and Operations teams in the CO and OCHA sub office staff for resolving complex ICTÂ relatedÂ issues,liaisesÂ withÂ OCHA HQ IMB-ISS various Teams and in principal with ISS Field Support Unit (FSU). AnalysisÂ ofÂ therequirementÂ andÂ elaborationÂ ofÂ internalÂ policiesÂ andÂ proceduresÂ onÂ theÂ use ofÂ ICT. COÂ ICTÂ businessÂ processesÂ mappingÂ andÂ elaboration/establishmentÂ ofÂ internalÂ Standard Operating Procedures (SOPs) in ICT management, control of the work/lows in the ICT team. ParticipationÂ inÂ theÂ officeÂ businessÂ processÂ re-engineeringÂ activitiesÂ andÂ ensureÂ that businessÂ needsÂ driveÂ ITÂ solutionsÂ relatedtoÂ corporateÂ resourcemanagement. ProvisionÂ ofÂ adviceonÂ andÂ assistanceÂ inÂ procurementÂ ofÂ newÂ ICTÂ equipmentÂ forÂ theÂ CO andprojects,Â provisionÂ ofÂ technicalÂ specificationsÂ andÂ informationÂ onÂ bestÂ optionsinÂ both local and internationalÂ markets. DevelopmentÂ andÂ updateofÂ theÂ ICTÂ annualÂ planÂ andÂ roadÂ map.Â DevelopmentÂ andÂ update of the business continuity plan, disaster recovery plan, ICT infrastructure and training plans. Follow up on theirÂ implementation. leadershipÂ ofÂ theÂ ICTÂ teamÂ forÂ effective andÂ client-orientedÂ services. EnsuresÂ developmentÂ ofÂ informationÂ anddocumentationÂ managementÂ systemfocusing on the achievement of the followingÂ results: Development and implementation of CO information and documentation management systemÂ by using OCHAâs corporate applications and tools. ManagesÂ COÂ hardwareandÂ softwareÂ packages ,Â focusingÂ onÂ theÂ achievementÂ ofÂ the followingÂ results: COÂ hardwareÂ andÂ softwareÂ platformsÂ meetÂ OCHAâsÂ corporatestandards. ProvisionÂ ofÂ adviceÂ onÂ maintenanceÂ ofÂ equipmentÂ andÂ acquisitionÂ ofÂ hardwareÂ supplies Supervision of the implementation of corporate OCHAÂ systems. EnsuresÂ efficientÂ networksÂ administration ,Â focusingÂ onÂ achievementÂ ofÂ theÂ followingÂ results: MonitoringÂ computingÂ resourcestoÂ provideÂ aÂ stableÂ andÂ responsiveÂ environment. Operation of network utility procedures defining network users and securityÂ attributes establishingdirectories,Â configuringÂ networkprinters,Â and providing userÂ access. Â TimelyÂ upgrade ofÂ LANÂ infrastructureÂ andÂ InternetÂ connectivityÂ toÂ meetÂ OCHA requirements as per corporate standard. Competencies Professionalism : Knowledge of a range of humanitarian assistance, emergency relief and related human rights issues, including approaches and techniques to address difficult problems. Capacity to analyze and articulate the humanitarian dimension of issues which require a coordinated UN response. Ability to identify issues and judgment in applying technical expertise to resolve a wide range of problems. Ability to conduct research, including ability to evaluate and integrate information from a variety of sources and assess impact on the humanitarian rights situation in assigned area. Required Skills and Experience
Education : Advanced university degree (Masterâs degree or equivalent) in information systems,Â InformationÂ Management or License with 1 year of experience in Computer Science or related discipline. Cisco Certified Network Engineer (CCNE) and Microsoft Certified Systems EngineerÂ (MCSE) are required.Â A first-level university degree with two (2) years of experience may be accepted in lieu of the advanced university degree. Experience : A minimum of two (2) years of progressively responsible experience inÂ developmentÂ andÂ implementation ofÂ ICT strategies,Â management and supervision ofÂ ICT services and teams,Â hardware andÂ software platforms, telecommunications facilities,Â knowledge ofÂ Windows-based packages/application,Â experience inÂ Share Point is required. Relevant experience in ICT-related area within the UN Common System or other comparable international organization is desirable.
Language:ÂFluency in written and spoken English is required. Knowledge of local languages is an asset.
