Job Title: Assistant HSE Manager – Depot Operations (Oil & Gas)
Location: Lagos
Role Summary
The Assistant HSE Manager will support the HSE Manager in implementing and monitoring Health, Safety and Environment (HSE) standards at a petroleum/depot facility in Lagos. The role focuses on day‑to‑day supervision of HSE activities, ensuring safe operations, regulatory compliance and a strong safety culture across all depot operations (loading, unloading, storage, maintenance, contractors).
Key Responsibilities

• Support the HSE Manager in implementing depot HSE policies, procedures and safety management systems in line with company standards and Nigerian regulations (e.g. NMDPRA, NESREA, Lagos State requirements).
• Conduct regular HSE inspections and audits of tanks, loading gantries, pump areas, truck parks, workshops and offices to identify hazards and ensure compliance with safe work practices.
• Monitor and enforce the use of PTW (Permit to Work) systems for high‑risk activities (hot work, confined space entry, work at height, isolation/LOTO).
• Participate in risk assessments, Job Hazard Analysis (JHA/JSA) and toolbox talks, and ensure that recommended control measures are implemented and followed.
• Assist with incident/near‑miss reporting, investigation and root cause analysis; track corrective and preventive actions to closure.
• Coordinate and/or deliver HSE inductions and periodic training for staff, drivers and contractors (fire safety, spill response, PPE, forklift operations, traffic management, etc.).
• Help maintain emergency preparedness: support development and review of Emergency Response Plans (ERP), organise fire drills and spill response exercises, and ensure readiness of firefighting and safety equipment.
• Monitor HSE KPIs (incidents, near misses, unsafe acts/conditions, audit findings) and prepare periodic HSE reports for management.
• Ensure proper documentation and record‑keeping of inspections, trainings, permits, incidents, risk assessments and regulatory interactions.
• Provide day‑to‑day HSE support to operations, maintenance and projects teams at the depot and act as HSE focal point in the HSE Manager's absence where required.
  

Requirements

• Bachelor's degree/HND in Engineering, Environmental Science, Occupational Health & Safety or related field.
• Minimum of 7 years' relevant HSE experience in oil & gas (preferably depot, terminal, tank farm, downstream or similar high‑risk operations), with at least some experience at supervisory/lead level.
• Strong knowledge of HSE regulations, standards and best practices applicable to oil & gas depot operations (PTW, confined space, hot work, hazardous substances, traffic and lifting safety).
• Proven experience conducting site inspections/audits, risk assessments, incident investigations and HSE training.
• Professional HSE certifications (e.g. NEBOSH, IOSH, ISO 45001/14001 internal auditor or equivalent) will be an added advantage.
