Technical Project Manager
Job summary
The Technical Project Manager is responsible for the end-to-end planning, execution, and delivery of PGL's technology and digitization projects — ensuring that each project is delivered on time, within budget, and to the required technical and quality standards. The role serves as the primary link between PGL's technical delivery teams and client/stakeholder organizations, providing hands-on project governance, technical oversight, and client relationship management across the project lifecycle.

- Develop, own, and maintain detailed project plans, work breakdown structures, and delivery schedules for assigned technology and digitisation projects.
- Provide day-to-day project management oversight across all active workstreams, tracking progress against Business Requirement Documents (BRD), Functional Requirement Documents (FRD), and agreed milestones.
- Provide guidance and supervision to technical delivery teams (developers, systems engineers, and business analysts) to ensure compliance with industry best practice in development standards and Software Development Life Cycle (SDLC) methodology.
- Coordinate User Acceptance Testing (UAT), System Integration Testing (SIT), data migration, and go-live/cutover activities, ensuring sign-off gates are met.
- Institute and enforce formal change-request procedures to bring scope changes under structured control.
- Ensure post-go-live hypercare, stabilisation, and support transition are properly planned and executed.
- Serve as the primary point of contact between PGL's technical teams and client stakeholders — IT departments, user departments, general managers, and managing directors.
- Secure stakeholder buy-in and cooperation on project milestones and deliverables, proactively managing relationships to prevent delays.
- Monitor and drive user adoption of deployed solutions, using measurable evidence (e.g., platform usage/dashboard data) to track outcomes.
- Manage client expectations through clear, consistent, and professional communication, in line with PGL's internal and external communication standards.
- Identify, log, and proactively manage project risks and issues, escalating unresolved matters through the appropriate reporting line in a timely manner.
- Ensure project delivery complies with relevant Nigerian regulatory and public-sector requirements (e.g., data protection/NDPR obligations, procurement guidelines, and PPP contractual frameworks) as applicable to the project.
- Maintain project governance documentation — status reports, minutes, risk registers, requirements traceability matrices, and change logs.
- Ensure quality assurance processes are followed prior to each project gate or sign-off.
- Lead, coordinate, and motivate cross-functional project teams, including internal staff and any partner/vendor resources.
- Allocate resources effectively across concurrent projects, balancing technical capacity against delivery timelines.
- Support recruitment, onboarding, and capability development of project team members as needed.
- Provide regular (typically weekly) written project status reports to management, flagging risks to project deadlines immediately upon identification.
- Prepare executive-level project reports and presentations for internal leadership and client executives.
- Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field; a relevant Master's degree is an advantage.
- Minimum of 5–8 years' experience in project management, with demonstrable delivery of technology or digitisation projects, ideally under defined and tight timelines.
- Internationally recognised project management certification (e.g., PMP, PRINCE2, or equivalent).
- Demonstrable experience with the Software Development Life Cycle (SDLC) best practices and technical delivery oversight.
- Strong stakeholder management experience, ideally within Nigerian public-sector, PPP, or government-agency engagements.
- Experience with enterprise software implementation, systems integration, data migration, or IT infrastructure projects is highly desirable.
- Proven ability to design and implement project communication and governance standards.
- Excellent written and verbal communication skills, with experience producing executive-level status reporting.
- Strong technical grounding sufficient to engage credibly with developers, systems engineers, and infrastructure teams.
- Structured, deadline-driven project management approach with strong organisational and multitasking skills.
- Diplomatic but firm stakeholder management, with the ability to secure alignment among parties with competing priorities.
- Sound judgement in risk identification and issue escalation.
- Proficiency with standard project management and collaboration tools (e.g., MS Project, Jira, or equivalent).
- High personal integrity, discipline, and commitment to quality — consistent with PGL's core values of innovation, integrity, excellence, and discipline.
- CTO / Project Director, Managing Director/CEO, and other members of executive management.
- Technical delivery teams — software developers, systems/infrastructure engineers, business analysts, and QA staff.
- Business Development, Finance/Admin, and other departmental units as required for project resourcing and reporting.
- Client IT departments, user departments, and Managing Directors of organisations.
- Technology and implementation partners engaged on specific projects.
- Regulatory and oversight bodies relevant to the project (as applicable).
- The technical project manager shall execute an employment contract and, where required by the nature of the engagement, a Non-Disclosure Agreement (NDA) prior to commencement.
- Specific project assignments may carry fixed delivery deadlines and non-negotiable milestones as defined in the relevant project's Terms of Reference or Go-Live Plan.
- Performance will be assessed against agreed project KPIs, including timeliness of delivery, stakeholder adoption, and quality of governance reporting.
