Overview
Jhpiego is seeking to hire a Subject Matter Expert (SME)/Technical Advisor – Surveillance Systems Strengthening & ATM Mitigation that will provide specialized technical expertise to the Impact Evaluation, focusing on C19RM investments that strengthened disease surveillance, early warning systems, data flows, and use of information for public health action and the mitigation of C19 within HIV, TB and Malaria programs.
The role is responsible for ensuring that evaluation findings related to surveillance and ATM mitigation are technically accurate, analytically sound, and interpreted within national preparedness and health security frameworks. This includes routine and emergency surveillance systems, public health emergency operations, and the translation of surveillance data into timely response.
Consultancy Duration: Short-term consultancy (approximately 2 months)
Responsibilities
Technical Framing of Evaluation Questions & Indicators

  • Provide expert input into evaluation questions, indicators, and analytical priorities related to:
    • Integrated Disease Surveillance and Response (IDSR)
    • Event-based and indicator-based surveillance
    • Early warning and outbreak detection systems
    • Public Health Emergency Operations Centers (PHEOCs)
  • Ensure alignment of evaluation focus with C19RM surveillance investments and national surveillance strategies.

Technical Review of Quantitative & Qualitative Findings

  • Review quantitative findings related to:
    • Surveillance coverage, completeness, and timeliness
    • Reporting unit functionality and data submission
    • Use of digital and routine information systems for surveillance
  • Review qualitative findings to assess:
    • Use of surveillance data for decision-making
    • Coordination between surveillance, laboratories, and response units
    • Operational strengths and bottlenecks in early warning systems
  • Validate interpretations and flag over-attribution, data gaps, or methodological weaknesses.

Interpretation of System-Level Impact & Sustainability

  • Assess the extent to which C19RM investments contributed to:
    • Strengthened national and sub-national surveillance capacity
    • Improved detection and response readiness for outbreaks beyond COVID-19
    • Integration of surveillance data into preparedness planning and response actions
  • Provide expert judgment on sustainability, including:
    • Institutionalization of surveillance processes
    • Data use culture and governance
    • Linkages between surveillance, laboratories, and emergency response structures

Contribution to Synthesis & Reporting

  • Provide concise technical inputs for synthesis sections related to:
    • Surveillance system strengthening and early warning
    • Preparedness and response readiness
  • Support the Team Lead and Senior Program Specialist in ensuring technical accuracy of narratives, tables, and figures.
  • Participate in validation workshops, technical reviews, and interpretation discussions as required.

Contribution to Manuscript Development

  • Contribute technical inputs on surveillance systems, early warning, and data use for action.
  • Review interpretation of surveillance indicators and system performance.
  • Support discussion on preparedness, response readiness, and integration with national systems.

Other Duties

  • Perform any other duties assigned by the supervisor in line with the Impact Evaluation deliverable.

Required Qualifications

  • Advanced degree in Public Health, Epidemiology, Biostatistics, Health Information Systems, or a related field.
  • Minimum of 8–10 years’ experience in disease surveillance, health information systems, or public health preparedness.
  • Demonstrated experience with:
  • IDSR or equivalent surveillance systems
    • Event-based surveillance and early warning mechanisms
    • Surveillance data analysis and use for public health action
  • Strong familiarity with Global Fund C19RM surveillance investments and preparedness priorities.
  • Experience working with Ministries of Health, public health institutes, or emergency operations structures.
  • Prior involvement in assessments, evaluations, or system reviews is highly desirable.
