Readiness Program Officer Emergency Management/Security

Responsibilities:

• The incumbent will research and analyze the security environment in Lagos and its environs; advice on operational security matters; conduct research, draft reports and advise the Management Consular Officer and other staff on issues affecting the safety and security of staff, dependants, information, assets and operations in Lagos;
• Develop an extensive network of contacts, liaise with a wide range of local authorities and others who provide security and emergency services, and with counterparts in other organizations
• Assist in the management of a locally-contracted guard force
• Coordinate background checks on Locally Engaged Staff and contractors
• Deliver routine group and individual security briefings
• Develop, implement, and deliver operational security measures
• Assist with the day-to-day management of the program budget and contracting
• Contribute to emergency management activities and business continuity planning, including providing support for consular-related emergency management services to assist Canadians abroad; and performing other duties as required.
  

Requirements:

• Candidates will initially be screened against the Essential Qualifications relating to education, (language) and experience.
• Candidates must clearly demonstrate when applying to the position how they meet each of these essential qualifications.
  
• The language will be assessed further during the process
• Candidates will be required to provide proof of the completion of their education.
• Academic qualification of a Bachelor's degree from a recognized institution in the area of security, logistics, emergency/crisis management, political risk management or operations management (other related areas of study may be considered) or A University degree from a recognized institution with additional training and experience in the field of security emergency/crisis management, political risk, and security awareness
• Advanced level in English (written and spoken)
  
• Knowledge of one of the local languages of Nigeria.

Experience:

• Minimum of 3 years experience within the last 5 years.
  
• Experience in the provision of Security and Emergency Management in a large multinational corporation, international organization, or diplomatic mission which may include, but is not limited to:  
  
• provision of security briefings, security intelligence, and guidance across a variety of disciplines to civilians and officials;
• development of standard operating procedures, emergency plans, best practices, and guidelines, and in implementing such processes and ensuring quality control;
• conducting security training for employees; and
• analysis of the political risk environment.

Knowledge:

• Knowledge of the various government security and emergency institutions (including roles & responsibilities) as well as law enforcement agencies in Nigeria;
  
• Knowledge of standard security mitigation features and practices for ensuring the security of persons, information, and physical property;
• Knowledge of emergency management concepts, theories, and practices;
• Knowledge of Microsoft Office: Excel, Word, Outlook, and PowerPoint.

Abilities: 

• Ability to conduct research, online or otherwise, and analyze information from various sources quickly and efficiently;
  
• Ability to organize work to meet tight deadlines and work well under pressure with minimal supervision;
• Ability to develop and maintain a network of professional contacts for the purposes of advancing the interests of the organization.
• Ability to draft clear and concise security reports
• Ability to do presentations.

Asset Qualifications:

• Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.
  
• (Recent) experience working for a diplomatic mission or in a governmental/international organization in the area of emergency management and/or security;
  
• (Recent) work experience applying and interpreting directives, policies, and procedures in a regulatory environment;
• (Recent) experience in contract management, financial forecasting, and budget management;
• Currently holds an active Reliability Clearance issued by the Canadian Government;
• Advanced level in the French language.
• (Recent) experience is defined as within the last five years.

Operational Requirements:

• Ability to work during the regular business hours of the mission 37.5 hours per week (Monday to Friday).
• Ability and willingness to travel in the country and/or in the region.
• There is a requirement for overtime.

Conditions of Employment:

• Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
• Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada covering the entire employment period.

Remuneration: NGN 13,272,841.00 (Starting Salary per annum)
