VACANCY: Public Financial Management (PFM) Experts - 4, Abuja, Nigeria
A reputable organization is seeking to engage the services of highly qualified Public Financial Management (PFM) Experts (4) with strong expertise in Subnational Internally Generated Revenue (IGR) and professional report writing.
The selected experts will play a key role in training a project team and developing a comprehensive report for a recently concluded project focusing on Taxpayer Compliance Behaviour and Revenue System Readiness across Nigeria. This role requires professionals with strong analytical capacity, experience in fiscal governance at the subnational level, and the ability to translate data and field findings into a high-quality technical report.
Key Responsibilities:
· Provide technical guidance on Public Financial Management and Subnational IGR frameworks.
· Prepare training materials and facilitate capacity building/training sessions for project team members on aspects of Domestic Resource Mobilization (DRM)/IGR critical to understanding the subject matter.
· Develop and compile a comprehensive analytical/policy-informing project report based on findings and in line with assigned sections (total document length between 250-300 pages).
· Develop and apply a scoring and ranking system for the indicators and states, respectively.
· Ensure the report meets professional and donor-level reporting standards.
· Peer-review portions of the report written by other members of the team.
Required Qualifications:
· Proven expertise in Public Financial Management (PFM), particularly DRM/subnational IGR.
· Strong knowledge of subnational revenue systems and fiscal governance.
· Demonstrable experience in technical and analytical report writing.
· Experience working on public sector reform, fiscal diagnostics, or governance projects will be an added advantage.
Location: Remote/hybrid; Abuja FCT residents preferred
