Head, Monitoring, Evaluation & Compliance

Responsibilities:

• Develop and implement a comprehensive M&E and compliance framework aligned with the organization’s strategic goals and broader objectives.
• Oversee the development of M&E systems, tools, and processes, including software for data collection, analysis, and reporting, to track and assess the performance of all projects and programs.
• Design and implement robust internal monitoring and compliance systems to track performance and identify risks.
• Lead the compliance function, ensuring adherence to internal policies, donor requirements, and relevant legal and regulatory standards.
• Lead organization-wide audits, ensure all projects meet audit requirements, and recommend corrective measures where needed.
• Provide leadership and direction to the M&E and compliance teams, ensuring effective and efficient service delivery.
• Ensure the regular, accurate, and timely production of high-quality M&E reports and dashboards that turn complex data into actionable insights for program decision-making.
• Identify areas for improvement and guide corrective actions to enhance program quality and compliance.
• Build and maintain strong relationships with donors, partners, regulatory bodies, and project teams.
• Strengthen team capacity through training programs, workshops, and ongoing mentoring of M&E and compliance staff.
• Manage the M&E and compliance budget effectively, ensuring value for money and cost-efficient operations.
• Represent the organization in strategic meetings, conferences, and donor engagements.

Requirements:

• Master’s degree in Monitoring and Evaluation, Project Management, Social Sciences, or a related field.
• Professional certification in M&E, Compliance, or Project Management (e.g., PMP) is highly preferred.
• Minimum of 10 years’ experience in M&E, Compliance, or related fields, with at least 5 years in a leadership role.
• Proven experience leading M&E teams and compliance functions on large-scale projects, ideally in telecommunications, ISP, or non-profit settings.
• Experience managing high-profile audits and working with donors, stakeholders, and regulatory bodies.
• Experience designing and delivering capacity-building and training programs for staff and partners.
• Strong knowledge of M&E methodologies and frameworks, and of compliance and regulatory requirements.
• Proficiency in data analysis tools such as SPSS, Stata, or R, and familiarity with M&E software and platforms.
• Solid project management skills, including financial management and budget tracking.
• Excellent leadership, communication, and presentation skills, with the ability to convey complex data to diverse audiences.
• Strategic, proactive, and resilient, with high ethical standards and the diplomacy to handle complex situations.
• Willingness to travel to field locations as required.
