Role Description
This full-time on-site role, based in Lagos, is for a Deputy Head of Department – Marine - SPM & Operations.
Role Purpose
Provide single-point executive accountability for the safe, efficient, and commercially optimized
operation of all onshore SPMs, ensuring safe & smooth tanker turnaround, demurrage control,
and operational excellence in line with international best practices. Act as Stand-in for HoD
Qualifications & Experience
Master Mariner (Unlimited) mandatory; tanker endorsement required.
Minimum 18–20 years total marine experience.
At least 5 years in senior terminal leadership roles (SPM / offshore / large crude
terminals).
Demonstrated experience managing VLCC operations at open-sea SPMs.
Proven exposure to OCIMF audits, regulator inspections, and oil-major interfaces.
Key Duties & Responsibilities
Operational Governance.
Overall command authority for SPM and jetty marine operations.
Approve operational limits (weather, current, swell, visibility).
Ensure berth occupancy, vessel sequencing, and marine resources align with refinery throughput.
Commercial & Performance Oversight.
Drive reduction of demurrage and waiting time.
Review KPIs: vessel turnaround,
berth productivity, incidents, near misses.
Approve corrective actions for underperformance.
People & Capability.
Directly manage Port Captains,Senior Manager – Marine Shifts, DGM Marine Planning.
Ensure competency assurance,training, and succession planning.
Perform routine inspections of SPM as per the Maintenance Plan.
Stakeholder Interface.
Primary marine interface with CEO, CHRO, refinery leadership, regulators, Navy, and port authorities.
Emergency Authority.
Senior Marine Incident Controller during major incidents. Dy. Incident Commander.

1. Mooring Master - Act as Terminal Pilot and Marine Operations Authority onboard tankers, ensuring safe berthing, mooring, cargo transfer, and unberthing at o
shore SPMs in open-sea condition.2. Port Captain – Marine Shifts - Provide formal shift-level marine command for all tanker movements, offshore SPM berthing/unberthing, cargo transfer oversight, and marine safety, with explicit Stop-Work Authority to protect life, environment, and assets.
3. Deputy General Manager – Marine Planning – Provide strategic and tactical marine planning leadership to ensure optimal vessel scheduling, berth utilization, and seamless integration between refinery production
4. Vetting & HSSEQ Manager - Ensure that only vessels meeting stringent technical, safety, operational, and ethical standards are permitted to call the terminal, while independently governing marine HSSEQ compliance.
