Consultant for Project Coordination and Technical assistance in Federal Republic of Nigeria


1.    Background

C4Impact Advisory Group (C4Impact) is a mission-driven social enterprise established to support countries in delivering ambitious food systems development and transformation outcomes. Drawing on extensive cross-sector expertise in public policy, programme delivery, institutional strengthening, and resource mobilization, C4Impact works collaboratively with governments, development agencies, private-sector actors, and local stakeholders to co-design and implement context-specific solutions that deliver sustainable impact.


The Agricultural Innovation Mechanism for Scale (AIM for Scale) is a global initiative focused on accelerating the adoption and scaling of high-impact agricultural innovations capable of improving productivity, resilience, and livelihoods for millions of smallholder farmers across low- and middle-income countries. AIM for Scale develops tailored Innovation Packages, mobilizes strategic partnerships, and facilitates investments to support large-scale implementation of proven agricultural innovations.

C4Impact and AIM for Scale are currently collaborating to support the scale-up of two strategic Innovation Packages across Rwanda, Kenya, Ethiopia, and Nigeria:

a)     Weather Forecasts for Farmers: Launched in 2024, this Innovation Package focuses on improving the generation, localization, and dissemination of timely and accurate weather forecasts to support farmer decision-making related to crop production, climate risk management, and input utilization


b)     Digital Advisory Services for Agriculture: Launched in 2025, this Innovation Package focuses on expanding access to high-quality digital agricultural advisory services that provide farmers with timely, tailored, and actionable information on weather, agronomic practices, input recommendations, market intelligence, and climate-smart agriculture.


2.     The consultancy objective

To support the scaling of agricultural innovations among Nigeria farmers—particularly small-scale producers, this initiative will work in close collaboration with the Government of Nigeria and development partners. Efforts will focus on providing technical assistance to expand selected innovations in partnership with the Federal Ministry of Agriculture and Food security (FMAFS), The Nigerian Meteorological Agency (NiMet), Academia and other relevant institutions in Nigeria. It will also involve coordinating a consortium of technical and financial partners to ensure effective delivery of innovations at scale, in line with AIM for Scale’s Innovation Packages on Weather Services for Farmers and Digital Advisory Services for Agriculture


3.    Scope of Work

Building off existing efforts, the consultant will serve as the in-country Project Coordinator, supporting C4Impact and AIM for Scale to scale the Innovation Packages in Nigeria. The consultant will act as the primary point of contact and representative in Nigeria, responsible for coordinating key stakeholders, facilitating targeted technical assistance, and supporting resource mobilisation project execution and alignment with Innovation Package standards.

The anticipated initial period of performance for this assignment is 6 months beginning July 2026. The consultancy may be renewed for a further period depending on findings, progress, and recommendations, as well as feedback from government partners and other stakeholders.


4.    Activities

Reporting to C4Impact Managing Director, the consultant will undertake the following activities:

●       Coordinate with various internal and external partners to ensure smooth project execution and alignment with technical Aim for Scale panel standards and government priorities:

○       Liaise with relevant government agencies, including but not limited to the Federal Ministry of Agriculture and Food security (FMAFS), The Nigerian Meteorological Agency (NiMet), Academia and Agricultural institutions in Nigeria and other partners to ensure effective collaboration and implementation of activities.

○       Coordinate with AIM for Scale and external partners to align technical assistance with the objectives of AIM for Scale’s Innovation Packages. Prepare regular progress reports and contribute to preparatory work for missions, events, and convening.

○       Attend (and facilitate, as requested) AIM for Scale and C4Impact working group meetings, and represent the initiative at other meetings, workshops, and events in country.

●       Identify technical assistance, support, and resource mobilization needed to bridge existing gaps

○       Co-design and broker delivery of technical assistance to support governments in developing and implementing actions plans aligned with Innovation Package standards, global best practices, and national priorities, including the World Bank-financed AGROW project.

○       Propose structured farmer feedback mechanisms to continuously improve the relevance and clarity of digital advisory services under AGROW, ACReSAL, and other government programs.

○       Work with government agencies and technical partners to ensure that data systems are interoperable and designed for scalability.

○       Support resource mobilization to advance iterative learning efforts to optimize technology dissemination.

5.    Deliverables

The consultant will be responsible for the following deliverables:

●       Inception Report: Detailing the understanding of the TOR, proposed methodology, timelines, and initial recommendations for dissemination of weather advisories and digital advisory services in 2026.

●       Work Plan for 2026: Detailing dissemination targets, partner engagements, channel strategy (e.g., SMS, mobile apps, radio, IVR), content and translation protocols, and monitoring arrangements to expand reach and optimize delivery.

●       Work Plan for 2027: Detailing lessons learned, a roadmap for national scaling, and concept notes for future initiatives on additional use cases.

●       Other Deliverables TBC and informed by previous phases' work outcome


6.    Required Qualifications and Experience

●       Strong experience in meteorology, climate services, agricultural innovation, or digital advisory systems and innovation, with a strong understanding of Nigeria’s agricultural sector and the role of innovation in enhancing agricultural productivity.

●       Bachelor’s Degree (or higher) in Agricultural Sciences, Economics, Computer Science, or a related field.

●       Minimum 7 years of experience coordinating complex technical initiatives.

●       Demonstrated experience in:

○       Weather and climate service delivery systems

○       AI or data-driven forecasting applications

○       Digital dissemination campaigns (SMS, IVR, radio, mobile platforms)


●       Familiarity with randomized control trials and rapid learning approaches. Experience evaluating advisory or extension services for farmers is strongly preferred.

●       Experience engaging public institutions, development partners, and private-sector actors.

●       Communication skills: Fluent written and oral communication skills in English required. A working knowledge of one or more of the Hausa, Yoruba and Igbo languages is an asset. 

●         Interested Candidates must be eligible to work in Nigeria, specifically in Abuja.
