Senior Youth Employment / Skills Development Expert


NTU International is preparing a proposal for the EU-funded project “Technical Assistance to ECOWAS in Transport Governance”, which aims to strengthen sustainable, smart, resilient and safe mobility systems across the ECOWAS region in West Africa. The project will support ECOWAS institutions, Member States, and regional stakeholders in improving transport governance, corridor management, infrastructure planning, climate resilience, and regional connectivity.

The Technical Assistance will support skills development, institutional capacity-building, and youth participation initiatives related to transport governance, infrastructure management, logistics, road safety, and regional integration across West Africa.

NTU International is seeking a Senior Youth Employment / Skills Development Expert to support youth employment initiatives, technical skills development programmes, and workforce capacity-building activities across the ECOWAS region.


Key Responsibilities

  • Support development and implementation of youth employment and skills development initiatives related to the transport and infrastructure sectors;
  • Provide technical assistance on vocational training, professional development, and workforce capacity-building programmes;
  • Conduct labour market and skills gap assessments related to transport, logistics, infrastructure, and digital systems;
  • Support the development of youth-focused training programmes, internship schemes, and employment initiatives;
  • Advise ECOWAS institutions and Member States on youth inclusion strategies and skills development frameworks;
  • Promote participation of young professionals and technical graduates in regional transport and infrastructure initiatives;
  • Contribute to preparation of skills development strategies, training curricula, employment analyses, and policy recommendations;
  • Coordinate with training institutions, universities, public authorities, private sector stakeholders, and development partners;
  • Deliver workshops, consultations, and capacity-building activities related to youth employment and professional development;
  • Contribute to monitoring, reporting, and evaluation of youth and skills development initiatives.


Education

  • Master’s degree in education, labour economics, human resource development, social sciences, public policy, or another relevant field.


General Professional Experience

  • Minimum 10 years of professional experience in youth employment, vocational training, skills development, or workforce capacity-building programmes;
  • Proven experience working on development, infrastructure, or social inclusion projects in developing countries, preferably in Sub-Saharan Africa;
  • Experience in international development cooperation and donor-funded programmes.


Specific Professional Experience

  • Minimum 7 years of experience in youth employment, technical training, vocational education, or professional skills development initiatives;
  • Demonstrated experience with workforce development programmes, training systems, or labour market integration initiatives;
  • Experience related to transport, infrastructure, logistics, digital systems, or technical sectors is considered an advantage;
  • Experience supporting projects financed by the EU, World Bank, AfDB, ILO, UN agencies, EIB, or other international financial institutions is considered a strong asset;
  • Experience working with public institutions, training centres, universities, or private sector employers is considered an advantage;
  • Experience in stakeholder coordination, curriculum development, or institutional capacity-building is considered an asset.


Languages

  • English or French (C1 mandatory);
  • Working knowledge of the other language is considered an asset.
