Job Summary

Optimal Greening Foundation (OGF) seeks a Senior Monitoring and Evaluation Officer responsible for monitoring, and evaluating OGF’s project activities covering Water, Sanitation and Hygiene (WaSH). The incumbent will work closely with the program team to ensure that monitoring and evaluation activities are integrated into program design and implementation.

Job Description/Requirements

Responsibilities:

  • Design and implement robust monitoring and evaluation systems that effectively track the progress and impact of OGF's projects covering Water, Sanitation, and Hygiene (WaSH). This includes establishing clear indicators for success, data collection methods, and reporting frameworks.
  • Lead efforts to collect, manage, and analyze data from various projects. This involves ensuring that data collection methods are reliable and that the data itself is of high quality.
  • Establish clear data collection protocols and procedures, ensuring ethical considerations and confidentiality are maintained.
  • Coordinate and oversee the collection of high-quality data from various sources, including surveys, focus group discussions, interviews, etc.
  • Conduct data analysis using appropriate statistical software (e.g., Excel, SPSS, etc) to generate insightful and actionable findings.
  • Interpret data trends, patterns, and correlations to assess program performance, outcomes, and impact.
  • Apply quantitative and qualitative analysis techniques to identify program strengths, weaknesses, and areas for improvement.
  • Prepare regular reports that provide insights into the progress of projects as a crucial component for managing internal stakeholders and external donors.
  • Collaborate with the program team to ensure effective utilization of monitoring and evaluation findings for evidence-based decision-making.
  • Monitor program performance against targets and milestones, facilitating timely reporting and accountability.
  • Contribute to the strategic direction of OGF by providing data-driven insights and recommendations.
  • Collaborate with program teams and external stakeholders to integrate monitoring and evaluation activities into program design, implementation, and reporting
  • Support project progress reporting and project review.

Requirements

Technical Competencies

  • Monitoring and Evaluation Frameworks: Proficiency in developing M&E frameworks, including the identification of key performance indicators (KPIs), data collection methods, and evaluation methodologies tailored to environmental sustainability projects, specifically Water, Sanitation and Hygiene (WaSH) projects.
  • Data Collection and Analysis: Ability to design data collection tools and methodologies, conduct surveys, interviews, and focus group discussions, and analyze quantitative and qualitative data using statistical software.
  • Impact Assessment Techniques: Familiarity with impact assessment techniques such as baseline studies, outcome mapping, theory of change, and causal analysis to measure the effectiveness and sustainability of project interventions.
  • Data Visualization and Reporting: Skilled in presenting complex data in a visually appealing and easy-to-understand format, including graphs, charts, and dashboards, and preparing comprehensive M&E reports for internal and external stakeholders.

 Project Management Skills

  • Project Planning and Implementation: Experience in contributing to project planning processes, defining M&E requirements, and integrating M&E activities into project implementation plans for Water, Sanitation, and Hygiene (WaSH) projects.
  • Time Management and Prioritization: Ability to manage multiple tasks and deadlines effectively, prioritize activities based on project needs, and ensure timely delivery of M&E outputs.

Analytical Skills

  • Critical Thinking and Problem-Solving: Ability to analyze complex issues, identify trends, patterns, and discrepancies in data, and generate actionable insights to inform decision-making and project improvement strategies.
  • Quality Assurance: Attention to detail and commitment to ensuring data quality and accuracy throughout the M&E process, including data collection, entry, cleaning, and analysis.

Communication and Collaboration

  • Written and Verbal Communication: Strong communication skills to effectively convey M&E findings, recommendations, and insights to diverse audiences, including project teams, donors, partners, and community stakeholders.
  • Stakeholder Engagement: Ability to engage with stakeholders at all levels, build collaborative relationships, facilitate participatory M&E processes, and incorporate stakeholder feedback into project planning and decision-making.

Leadership and Teamwork

  • Team Leadership: Leadership skills to supervise and mentor junior M&E staff, provide guidance and support, and foster a culture of learning and continuous improvement within the M&E team.
  • Cross-functional Collaboration: Collaboration skills to work effectively with project managers, technical experts, and other stakeholders to align M&E activities with project objectives and ensure the integration of M&E findings into project planning and implementation.

  • Ethical Conduct: Commitment to upholding ethical standards in M&E activities, including ensuring confidentiality, privacy, and informed consent in data collection processes, and adhering to ethical guidelines and principles.
  • Cultural Sensitivity: Awareness of and respect for cultural diversity, including the ability to work sensitively and effectively with diverse communities and adapt M&E approaches to different cultural contexts.

Key Performance Indicators (KPI):

M&E Process Effectiveness

  • Timeliness of M&E Activities: Measures the adherence to M&E timelines, including data collection, analysis, reporting, and feedback processes, ensuring that M&E activities are conducted within planned schedules.
  • Completeness of M&E Plans: Evaluate the comprehensiveness and clarity of M&E plans developed for each project, including objectives, indicators, data collection methods, analysis techniques, and reporting mechanisms.
  • M&E System Utilization: Tracks the extent to which project teams and stakeholders utilize the M&E system and tools developed by the M&E officer for data collection, analysis, and reporting purposes.

Data Quality and Analysis

  • Data Accuracy: Assesses the accuracy and reliability of data collected through M&E activities, including the completeness of data, absence of errors or inconsistencies, and adherence to data quality standards.
  • Data Analysis Quality: Evaluates the rigor and validity of data analysis techniques used by the M&E officer, ensuring that appropriate statistical methods are applied, and findings are interpreted accurately.
  • Actionable Insights Generated: Measures the extent to which M&E findings and recommendations provide actionable insights for project improvement and decision-making, contributing to project learning and adaptation.

Project Impact Assessment

  • Effectiveness of Project Interventions: Assesses the extent to which project interventions are achieving intended outcomes and objectives, as measured by changes in key indicators related to environmental sustainability and community well-being.

Stakeholder Engagement and Collaboration

  • Stakeholder Satisfaction: Gauges the satisfaction levels of project stakeholders, including community members, project partners, donors, and government agencies, with the M&E processes and outputs.

Capacity Building and Institutional Strengthening

  • Staff Training and Development: Tracks the participation of project staff and stakeholders in M&E training and capacity-building activities, ensuring that they have the necessary skills and knowledge to engage effectively in M&E processes.

Reporting and Communication

  • Quality of M&E Reports: Evaluate the quality and usefulness of M&E reports produced by the M&E officer, including the clarity of presentation, relevance of findings, and alignment with stakeholder information needs.
  • Dissemination and Utilization of Findings: Measures the extent to which M&E findings and recommendations are disseminated to relevant stakeholders and used to inform project planning, decision-making, and advocacy efforts.

Minimum Qualifications

  • A bachelor's degree in a relevant field such as Environmental Science, Statistics, Economics, Public Policy, International Development, or Computer Science.
  • Master’s degree preferably in fields such as Environmental Management, Sustainable Development, Evaluation, Public Administration, or related areas that offer a deeper understanding of both theoretical and practical aspects of monitoring and evaluation.
  • 5-7 years of relevant experience in monitoring and evaluation, with specific experience in designing and implementing M&E systems, data collection and analysis, and report writing. Experience in an environmental or conservation-focused organization, with a focus on Water, Sanitation, and Hygiene (WaSH) projects is highly advantageous.
  • Experience in managing projects, including planning, executing, and evaluating large-scale projects, is crucial.
  • Relevant certifications such as PMP, Data Management, Advanced Statistical Analysis, or Geographic Information Systems (GIS) will be an added advantage.
