Responsibilities:
- Manage the construction of optical cable backbone transmission projects, including overall construction planning, schedule control, project change management, quality management, cost control, final acceptance, and construction safety.
- Take full charge of project progress, quality, cost, safety, and standardized construction.
- Independently undertake long-distance optical cable construction and coordinate route survey, drawing design, line deployment, and computer room-related work.
- Liaise with construction teams, clients, and material and equipment suppliers to ensure a smooth construction process.
- Manage the on-site construction team, review technical deliverables, and take charge of materials and tools management.
- Arrange, guide, supervise, and assess team members.
- Maintain good relations with all cooperating parties to ensure projects are delivered on time and with qualified quality.
- Systematically collect, organize, and archive all project documents, including construction drawings, OTDR test reports, optical cable qualification certificates, and fiber core allocation sheets.
- Compile project completion documents and engineering settlement reports, and coordinate project acceptance.
Requirements:
- Proven full-cycle experience in independently managing the construction of optical fiber/backbone network projects within 100 kilometers and capable of overseeing the entire process of long-distance optical cable projects.
- At least 3 successfully delivered projects.
- Familiar with optical cable construction procedures and technical standards, and well-versed in all links of the optical communication industrial chain.
- Hands-on experience covering the full workflow of long-distance optical cable construction: route survey, construction drawing design, line deployment, computer room work, final acceptance, and delivery.
- Instrument Operation: Proficient in using OTDR and other optical cable testing instruments; able to independently analyze and resolve technical and on-site issues during project implementation.
- Software Skills: Skilled in AutoCAD, Visio, Google Earth, and common office software including Word, Excel, and PPT.
- Industry Standards: Familiar with communication industry codes and standards; knowledgeable about wired/wireless communication network architectures, mainstream communication equipment, 4G/5G and other communication technical standards, as well as construction specifications. Candidates with a PMP Certificate, a Grade 1 Constructor Certificate (Communication & Radio and Television), a Grade 2 Constructor Certificate, Huawei PM Certification, or Cisco Certification are preferred.
- Communication & Coordination: Excellent cross-departmental communication and coordination skills to boost team collaboration; able to communicate effectively with team members, clients, and supervisors.
- Problem-solving & Risk Management: Strong capabilities in problem solving and risk prediction with clear logical thinking; able to independently tackle technical and construction difficulties on site.
- Technology & Drawing: Proficient in PON/FTTH fiber access technologies; skilled in Office, Visio, AutoCAD, and Google Earth, and accurate in engineering quantity calculation.
- Cost Management: Able to compile engineering budgets and implement effective cost control.
- Implementation & Compliance: Familiar with communication construction codes and acceptance standards; capable of making construction plans, controlling progress, organizing acceptance, and filing documents independently.
- Instrument Operation: Proficient in using OTDR, optical power meter, and other optical cable testing tools.
