Role Overview
The Procurement Manager is responsible for planning, sourcing, negotiating, and managing the procurement of goods, materials, equipment, and services required for construction projects and property rental operations. The role ensures cost efficiency, quality assurance, supplier reliability, and compliance with company policies while supporting uninterrupted project execution and property maintenance.
Key Responsibilities
1. Procurement Strategy & Planning
- Develop and implement procurement strategies aligned with project timelines and operational needs.
- Forecast material, equipment, and service requirements for construction and property operations.
- Establish procurement plans and budgets in collaboration with project and finance teams.
2. Sourcing & Supplier Management
- Identify, evaluate, and onboard reliable suppliers and contractors.
- Build and maintain a diversified and competitive supplier base.
- Conduct supplier due diligence, including capacity, quality, and compliance checks.
- Maintain an approved vendor list (AVL).
3. Tendering & Negotiation
- Manage RFQs, RFPs, and tender processes for major purchases and contracts.
- Analyze bids and proposals to ensure best value (cost, quality, delivery).
- Negotiate pricing, payment terms, delivery schedules, and contract conditions.
- Achieve cost savings without compromising quality or timelines.
4. Purchase Order & Contract Management
- Oversee the creation and approval of purchase orders (POs).
- Ensure all procurement transactions follow approval workflows.
- Monitor contract execution and supplier performance.
- Coordinate with Legal for contract review and compliance.
5. Construction & Project Procurement
- Procure construction materials (cement, steel, aggregates, etc.).
- Coordinate procurement of heavy-duty equipment and machinery.
- Ensure timely delivery of materials to project sites to avoid delays.
- Align procurement schedules with project milestones.
6. Property & Facilities Procurement
- Source materials and services for property maintenance and operations.
- Procure facility management services (cleaning, security, maintenance).
- Support tenant-related service procurement requirements.
7. Cost Control & Budget Management
- Monitor procurement spend against budgets.
- Identify cost-saving opportunities and efficiency improvements.
- Maintain price benchmarks and market comparisons.
- Provide cost analysis and procurement reports to management.
8. Inventory & Logistics Coordination
- Work closely with stores and logistics teams to ensure proper material flow.
- Avoid overstocking or stockouts through effective planning.
- Ensure alignment between procurement, inventory, and site usage.
9. Compliance & Risk Management
- Ensure procurement activities comply with company policies and regulations.
- Prevent fraud, conflicts of interest, and unethical practices.
- Maintain proper documentation for audit and compliance purposes.
- Manage risks related to supplier failure or delays.
10. Reporting & Documentation
- Maintain procurement records, contracts, and supplier documentation.
- Provide reports on:
- Procurement spend
- Supplier performance
- Cost savings achieved
- Delivery performance metrics

Qualifications & Requirements
Education
- Bachelor’s Degree in:
- Supply Chain Management
- Procurement
- Business Administration
- Engineering (preferred for construction-related procurement)
Experience
- 5–8 years of procurement experience
- Experience in:
- Construction procurement (highly preferred)
- Property/facilities procurement
- Vendor and contract management
- Proven track record in negotiation and cost optimization
Technical Skills
- Strong knowledge of procurement processes and supply chain management
- ERP/procurement system experience (e.g., SAP, Oracle, Odoo, Sage)
- Advanced Excel and data analysis skills
- Understanding of construction materials and specifications
