Job Title - Lead Civil & Costing Consulting Engineer
Location - Lagos
Reports To - Director of Valuation & Certification Services
Position Overview
As Lead Civil & Costing Consulting Engineer you will head our civil-engineering discipline and costing practice within an independent third-party valuation and certification firm. You’ll oversee structural/civil design reviews, site inspections, cost plans, valuations and certification reports—ensuring asset integrity, regulatory compliance and cost transparency for lenders, insurers, developers and public-sector clients.
Key Responsibilities
1. Technical Leadership & Team Management
· Lead, mentor and develop a multidisciplinary team of civil engineers, quantity surveyors and cost analysts.
· Establish standardized procedures for design review, cost estimation, valuation and certification.
2. Civil Engineering Review & Certification
· Review civil/structural drawings, specifications and calculations for compliance with applicable codes (e.g., Eurocodes, ACI, AASHTO, local regulations).
· Conduct site visits and inspections (earthworks, foundations, drainage, pavements, retaining structures).
· Identify defects, design risks and non-conformances; recommend remedial actions.
· Prepare certification reports for asset handover, milestone acceptance and regulatory compliance.
3. Cost Estimating & Valuation
· Lead preparation of elemental cost plans, detailed quantity take-offs and life-cycle cost analyses.
· Perform market-aligned valuations using recognized standards (IVS, EVS, RICS Red Book).
· Advise on budget programming, risk allowances and cost-optimisation strategies.
· Support due-diligence assignments for financing, M&A, refinancing and insurance renewals.
4. Client Reporting & Interface
· Produce clear, concise technical memoranda, valuation certificates and executive summaries.
· Present findings, cost opinions and certification results to clients, lenders and stakeholders.
· Act as the firm’s independent representative during client meetings, project hand-overs and audits.
5. Project & Quality Management
· Define scopes of work, resource plans and project schedules for civil and costing assignments.
· Monitor project budgets, deliverables and turnaround times; ensure on-time, on-budget delivery.
· Uphold quality management standards (e.g., ISO 9001) and internal audit processes.
Required Qualifications
Education & Professional Status
· Bachelor’s or Master’s degree in Civil Engineering or Quantity Surveying.
· Chartered/registered status (CEng, MRICS, CIOB or equivalent).
Experience
· 10+ years in civil/structural engineering design, inspection or certification.
· 5+ years leading cost planning, quantity surveying or independent valuation teams.
Technical Skills
· In-depth knowledge of civil engineering codes, geotechnical principles and construction methods.
· Proven expertise in cost-estimating software (e.g., CostX, BCIS, Timberline) and MS Office.
· Familiarity with valuation methodologies under global standards (IVS 300 series, EVS).
Soft Skills
· Excellent report-writing and presentation abilities.
· Strong leadership, client-relationship management and negotiation skills.
· Analytical mindset with rigorous attention to detail.
Desirable Attributes
· Experience in sectors such as infrastructure, transportation, utilities, ports/harbours or heavy industrial.
· Familiarity with BIM/CAD tools (Revit, AutoCAD Civil 3D).
· Certification in project management (PMP, PRINCE2) or quality systems (ISO 17020).
