The Roving HSE Officer covers all external works areas including roads, drainage, perimeter, and utilities plant, which sit outside the primary residential construction areas, and provides surge safety coverage across the entire site during high-risk simultaneous operations such as concurrent slab pours and tower crane lifts.

Job descriptions & requirements
Responsibilities:
- Conduct daily safety inspections of all external works areas: road and drainage construction, perimeter wall works, utilities installation, and the site compound
- Provide additional HSE coverage across all zones during simultaneous high-risk operations where other HSE Officers are fully occupied
- Manage all lifting operation safety: crane lifts and all mechanical lifting operations across the site; issue and monitor crane lift permits
- Manage the vehicular traffic management plan on site in coordination with the Site Logistics Coordinator
- Cover for any HSE Officer during annual leave or absence
- All other responsibilities as for the HSE Officer role, applied to the roving and external works remit
Requirements
- As for the HSE Officer, additional experience with lifting operations safety and traffic management is preferred
- Minimum 3 years of HSE experience on major construction sites in Nigeria
- Valid first aid certification
