Job summary
We are seeking an experienced and strategic Head of Human Resources & Enumeration to lead the organization’s human capital strategy while overseeing employee enumeration, workforce data management, and organizational manpower planning.

Responsibilities:
Human Resources Leadership:
- Develop and implement HR strategies aligned with the organization’s business objectives.
- Oversee recruitment, onboarding, employee relations, performance management, training, and staff development.
- Establish and maintain effective HR policies, procedures, and systems.
- Ensure compliance with applicable Nigerian labour laws and employment regulations.
- Lead workforce planning, succession planning, and talent management initiatives.
- Manage and resolve complex employee relations and disciplinary matters.
- Provide strategic HR advice to the Managing Director and Executive Management.
Enumeration & Workforce Management:
- Lead the planning and execution of staff enumeration and workforce census exercises.
- Maintain accurate and up-to-date employee records and workforce databases.
- Analyze manpower data to support staffing, budgeting, restructuring, and organizational decisions.
- Conduct periodic workforce audits to identify staffing gaps, redundancies, and productivity concerns.
- Develop accurate reports on employee headcount, positions, departments, locations, and workforce movements.
- Ensure proper documentation and verification of employee information.
Board & Executive-Level Responsibilities:
- Prepare and present HR and workforce reports to the Board of Directors and Executive Management.
- Provide strategic insights and recommendations on workforce and organizational development.
- Participate in Board and executive-level meetings where HR, manpower, and organizational matters are discussed.
- Support the Board in reviewing and developing policies relating to human capital and organizational governance.
- Maintain confidentiality and professionalism when handling sensitive Board and executive information.
Requirements:
- Bachelor’s degree in Human Resources, Business Administration, Industrial Relations, Management, Psychology, or a related field.
- A relevant professional certification such as CIPM, SHRM, HRCI, or equivalent is required.
- Minimum of 3 years’ progressive HR management experience, preferably in a senior leadership position.
- Proven experience in employee enumeration, workforce auditing, manpower planning, and HR data management.
- Previous Board of Directors/Board-level experience, either as a Board member, Board Secretary/Advisor, HR representative to the Board, or in a role involving direct and regular engagement with a Board of Directors.
- Strong knowledge of Nigerian employment and labour regulations.
- Demonstrated experience managing HR teams and organizational change.
- Excellent analytical, reporting, communication, and leadership skills.
- Strong proficiency in HR information systems and Microsoft Office tools.
- Ability to handle confidential information with a high level of discretion.
- Strong strategic thinking and decision-making ability.
