Project Description
The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.
GAC’s cooperation in Nigeria is guided by Canada’s Africa Strategy and continues to apply a strong gender-equality lens with Canada’s long-standing commitments, while focusing on private sector engagement, technical education and vocational skills development, critical minerals, health (including SRHR), and environment and renewable energy.
Through the Nigeria Bilateral Development Program, Canada’s efforts focus on reducing poverty, increasing sustainable economic development and climate adaptation, empowering youth and women through meaningful employment and political inclusion; supporting the resilience of populations affected by conflict and insecurity; and promoting inclusive social development through a stronger health system and improved access to quality health services. The FSSP provides technical advisory services to support this cross-cutting priority.
FSSP plays a key role in support of Canada’s bilateral program in Nigeria.
About the work
The FSSP in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative provides high quality, demand-driven technical, administrative, logistical, and financial management support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.
As part of its mandate, FSSP engages specialized Technical Specialists (TS) to provide expert analysis, policy support, capacity building, and strategic advice across priority sectors.
Nigeria’s extractive sector—covering oil, gas, and solid minerals—continues to significantly influence economic growth, governance dynamics, environmental sustainability, community livelihoods, and natural resource management. With evolving sector reforms, shifting donor landscapes, and growing interest in transparency, climate action, and responsible resource extraction, GAC requires high-level expertise to inform programming, policy dialogue, and partnerships in this sector.
To support this effort, the FSSP Nigeria requires the services of a technical specialist with experience in the extractive industry.
The Role
The FSSP will engage a Technical Specialist for the Extractive Industry on a part-time/as needed basis to provide technical support to GAC including expert analysis, policy support, capacity building, and strategic advice on Nigeria’s extractive industries.
GAC’s support to this sector will focus on governance, transparency, sustainability, gender equality, climate and environmental considerations, and alignment with Canada’s Africa Strategy.
Key Responsibilities
Technical Analysis & Policy Support
- Provide policy briefs, analytical reports, and sector assessments covering the extractive industries.
- Conduct in-depth economic, policy and technology analyses of critical mineral supply chains, covering copper, battery metals, rare earth elements, and other strategic minerals.
- Modelling of one or several minerals used in the energy sector and other strategic applications; develop and manage datasets covering critical minerals consumption, production, trade, price, and resources.
- Monitor and assess relevant market, technology and policy developments related to critical minerals.
- Analyze trends, risks, and opportunities within Nigeria’s extractive industries’ sector and their implications for GAC investments.
- Draft reports, working papers, prepare presentations and briefing notes for senior management.
- Advise on alignment with relevant global frameworks (Extractive Industries Transparency Initiative (EITI), anti-corruption mechanisms, energy transition policies, Environmental, Social and Governance
- (ESG) standards, etc.).
- Support GAC in identifying strategic entry points for programming in governance, sustainability, and economic diversification as it relates to the sector.
Programmatic Support
- Provide technical input to GAC project design, implementation, monitoring, and evaluation.
- Review project documents, proposals, and partner submissions related to extractive industries and natural resource management.
- Support due diligence exercises and risk assessments (including socio-economic, environmental, human rights, gender, and conflict sensitivity risks).
Stakeholder Engagement & Coordination
- Support GAC’s engagement with government partners, private sector actors, civil society, and development partners.
- Provide insight into the roles and priorities of key stakeholders (e.g., Federal Ministry of Solid Minerals Development, Nigeria Extractive Industries Transparency Initiative. (NEITI), state governments, industry associations, and mining communities, etc.).
- Facilitate technical consultations, roundtables, and knowledge-sharing events.
Capacity Strengthening
- Provide tailored technical training or briefing sessions for GAC staff and implementing partners as required.
- Develop tools, guidance notes, and knowledge products to strengthen internal capacity.
Cross-Cutting Priorities
Ensure all analysis and advisory services are integrated and aligned with key GAC development priorities including:
- Gender equality and social inclusion (GESI)
- Conflict sensitivity and “Do No Harm” principles.
- Environmental sustainability and climate considerations
- Human rights and community engagement
- Economic empowerment and local content development
Reporting
- Provide regular updates, activity reports, meeting notes, and technical deliverables as requested by GAC
Required Qualifications:
- Advanced degree in Extractive Industry Management, Mining, Geology, Critical Minerals, Natural Resource Economics, Natural Resource Management, or related fields.
- Minimum of 10 years relevant experience in Nigeria’s extractive sector (oil, gas, or [EI1.1]solid minerals) with proven expertise in governance, transparency, and sector reforms.
- Technical Skills: Policy analysis, project design and evaluation, risk assessment, and technical advisory.
- Stakeholder Engagement: Experience collaborating with government, private sector, civil society, and development partners.
- Communication Skills: Strong report-writing, presentation, and briefing skills.
- Additional Attributes: Ability to work independently and collaboratively, professionalism, integrity, and adaptability in complex environments.
- Familiarity with GAC’s priorities (Africa Strategy, human rights, gender equality) is an asset.
Competency
- Strong expertise in the workings of Nigeria’s extractive industries (Critical minerals, artisanal and small-scale mining, solid minerals, etc.), governance, and regulatory frameworks.
- Expertise in environmental and social safeguards, sustainability, and resource management.
- Analytical and problem-solving skills, including risk assessment and policy analysis.
- Application of local procurement, technical, and vocational training, gender equality, social inclusion, and conflict-sensitive programming.
