Job Description/Requirements
Responsibilities:
Library Administration and Leadership:
- Plan, organise, and direct all library operations and services.
- Develop and implement policies, systems, and procedures for effective library management.
- Supervise professional and non-professional library staff and promote their development.
- Manage library budgets, acquisitions, and resource allocation efficiently.
- Maintain a conducive learning environment that fosters study, research, and academic excellence.
Resource Development and Management:
- Oversee the selection, acquisition, cataloguing, classification, and preservation of all library materials—print and digital.
- Ensure balanced and current collections that reflect the institution’s teaching and research priorities.
- Coordinate the development of digital libraries and online databases.
- Maintain proper inventory and ensure the security and integrity of library collections.
Academic and Research Support:
- Provide academic staff and students with access to information resources that enhance learning and research outcomes.
- Conduct information literacy and research skills training for staff and students.
- Collaborate with academic departments to identify and meet resource needs.
- Support research and publication initiatives through reference services, bibliographic assistance, and citation management tools.
ICT and Digital Transformation:
- Promote the automation and digitisation of library services using modern information technologies.
- Manage integrated library management systems (ILMS) and digital repositories.
- Ensure access to e-journals, e-books, and online research databases.
- Implement digital preservation strategies for institutional knowledge and archives.
Policy, Planning, and Compliance:
- Formulate and review library policies and strategic development plans in line with institutional goals.
- Ensure compliance with standards set by the National Board for Technical Education (NBTE) and other regulatory bodies.
- Contribute to the preparation of institutional accreditation documents and reports.
- Advise the Provost and Governing Council on library development and policy matters.
Collaboration and External Relations:
- Foster partnerships with local and international libraries, consortia, and research networks.
- Seek external funding and grants for library development and digitisation projects.
- Represent the institution at library associations, seminars, and professional conferences.
- Promote the visibility and relevance of the library within and outside the institution
Requirements:
- Master’s degree in library and information science (PhD preferred).
- Minimum of 12 years professional library experience, with 5 years in a senior position.
- Experience in e-library systems, digital cataloguing, and academic database management.
- Familiarity with KOHA, DSpace, and integration of e-library resources with Moodle and Google Scholar.
- Proficiency in online research and Open Educational Resources (OER) management.
- Excellent leadership and organisational skills.
- Strong knowledge of library systems, metadata standards, and digital resources.
- Ability to plan strategically and manage budgets effectively.
- High ethical standards, integrity, and accountability.
- Strong interpersonal and communication skills.
