Job Summary:
Our Client is seeking a Capital Projects Delivery Lead to oversee the planning, execution, and delivery of surface facility capital projects within the oil and gas sector. This role involves managing pipelines, processing plants, gas conditioning, produced water treatment, and waste management systems to ensure projects are completed safely, on schedule, and within budget. The Capital Projects Delivery Lead will coordinate multidisciplinary teams, enforce compliance with health, safety, and environmental standards, and engage with regulators, contractors, and host communities. Candidates can expect to lead full project lifecycles, optimize capital expenditure, and drive continuous improvement initiatives while fostering strong stakeholder relationships and ensuring operational readiness.
Responsibilities:
• Lead the planning, execution, and delivery of surface facility capital projects, ensuring alignment with corporate objectives and regulatory standards.
• Manage the full project lifecycle including concept selection, FEED, engineering, procurement, construction, commissioning, and handover.
• Oversee project delivery to ensure compliance with scope, cost, schedule, quality, and HSE requirements, while proactively managing risks and resolving issues.
• Develop and control CAPEX budgets, monitor expenditures, and implement cost control measures to optimize capital expenditure.
• Lead contractor prequalification, bid evaluation, and contract award processes, ensuring adherence to local content regulations and supply chain risk mitigation.
• Direct construction and commissioning activities, ensuring operational readiness and seamless handover to operations with complete documentation and training.
• Promote and enforce a strong health, safety, security, and environmental culture, ensuring compliance with relevant environmental regulations and achieving Goal Zero.
• Engage and coordinate with regulators, joint-venture partners, host communities, and internal stakeholders to secure necessary permits and maintain positive relations.
• Identify and manage technical, commercial, and regulatory risks, implementing governance frameworks and ensuring compliance with corporate governance and audit requirements.
• Lead, mentor, and develop multidisciplinary project teams, fostering collaboration across engineering, operations, finance, and commercial functions to drive performance and capability building.
Qualifications:
Required Qualifications:
• Bachelor’s degree in Engineering from a recognized institution.
• Minimum of 15 years of experience in oil and gas operations, including at least 5 years in a project leadership role overseeing capital projects.
• Proven expertise in managing the full project lifecycle of surface facility capital projects, including pipelines, processing plants, gas conditioning, produced water treatment, and waste management systems.
• Strong knowledge of industry standards such as API, ASME, ISO, and compliance with Nigerian regulatory frameworks including NUPRC, NMDPRA, and the Nigerian Local Content Act.
• Demonstrated ability to lead multidisciplinary teams and manage contractors, ensuring adherence to scope, schedule, budget, quality, and HSE standards.
• Proficient in capital budgeting, cost control, risk management, and governance frameworks for large-scale projects.
• Excellent stakeholder engagement skills with experience interfacing with regulators, joint-venture partners, host communities, and internal teams.
• Strong leadership, mentoring, and team development capabilities with a focus on performance management and succession planning.
• Exceptional communication, negotiation, and problem-solving skills combined with financial and commercial acumen.
Preferred Qualifications:
• Master’s degree in Engineering, Project Management, or a related field.
• Professional certification in Project Management (e.g., PMP, Prince2) or equivalent.
• Experience implementing digital tools and continuous improvement methodologies to optimize project delivery and value.
• Demonstrated success in enforcing HSE policies and promoting a strong safety culture aligned with Goal Zero objectives.
