Project Description

The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada, (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.

GAC’s cooperation in Nigeria is guided by Canada’s Africa Strategy and continues to apply a strong gender-equality lens with Canada’s long-=standing commitments, while focusing on private sector engagement, technical education and vocational skills development, critical minerals, health (including SRHR), and environment and renewable energy.


Through the Nigeria Bilateral Development Program, Canada’s efforts focus on reducing poverty, increasing sustainable economic development and climate adaptation, empowering youth and women through meaningful employment and political inclusion; supporting the resilience of populations affected by conflict and insecurity; and promoting inclusive social development through a stronger health system and improved access to quality health services. FSSP and the Blended Finance Technical Specialist will play a key role in support of Canada’s bilateral program in Nigeria.


About the work

The Field Support Services Project (FSSP) in Nigeria is a Global Affairs Canada (GAC)-funded bilateral initiative that provides administrative, technical, logistical, and financial management support to Canada’s development assistance efforts in the country. Its goal is to enhance the effectiveness, efficiency, and sustainability of Canada’s programming.

In Nigeria—Africa’s most populous country and largest economy—GAC supports inclusive and sustainable development, governance, gender equality, and economic growth. Recognizing the critical role of the private sector, GAC promotes responsible investment and partnerships that empower women and youth, fostering inclusive economic opportunities and stronger Canada-Nigeria trade relations.


The Role

FSSP Nigeria will engage a Blended Finance Technical Specialist who will provide expert advisory support to GAC focusing on mobilizing private sector capital for development outcomes. The specialist will engage on the design of blended finance instruments, conducting market and stakeholder analyses, and ensuring alignment with GAC priorities such as gender equality, climate action, and inclusive growth. The specialist will also provide technical support to GAC as needed.

The engaged technical specialist will coordinate with government, Development Finance Institutions (DFIs), private sector actors, and civil society to foster partnerships, support project design, due diligence, monitoring, and contributing to capacity building through developing guidance notes, tools, and training.

The role will ensure GAC’s financial interventions are strategically structured, risk-informed, and positioned to maximize development impact while leveraging private capital responsibly.


Key Responsibilities Analysis

  • Assess Nigeria’s blended finance landscape, including investment opportunities, risks, and key actors.
  • Conduct assessments and feasibility analyses of prospective innovative finance instruments to be deployed.
  • Map government, DFIs, private investors, and civil society stakeholders.

Design and Advisory

  • Support the initiation, design, and implementation of innovative financing solutions
  • Design and provide advice on blended finance instruments (e.g., loan guarantees, concessional loans, equity, results-based financing, conditionally repayable contributions, etc.).
  • Ensure financing solutions align with GAC priorities and development objectives.

Project Support

  • Provide technical input to project design, implementation, monitoring, and evaluation.
  • Conduct due diligence, risk assessments, and financial analysis for blended finance interventions.

Stakeholder Engagement

  • Build partnerships with government, private sector, DFIs, and civil society.
  • Promote transparency, collaboration, and knowledge sharing among stakeholders.

Capacity Building and Knowledge Management

  • Develop guidance notes, tools, and training materials on blended finance concepts and mechanisms.
  • Strengthen the capacity of GAC staff and partners on blended finance approaches, as well as relevant partners.

Cross-Cutting Considerations

  • Integrate gender equality, social inclusion, climate action, conflict sensitivity, and environmental sustainability into financial interventions.


Required Qualifications

  • Advanced degree in Finance, Economics, Development Finance, Business Administration, or a related field.
  • Minimum 8 years of experience in blended finance, impact investing, development finance, or private capital mobilization.
  • Strong understanding of blended financing instruments (guarantees, concessional loans, equity, results-based financing, etc.).
  • Experience working with DFIs, multilateral institutions, private investors, or development agencies.
  • Demonstrated capacity in financial analysis, risk assessment, investment appraisal, and structuring transactions.
  • Excellent writing, presentation, and stakeholder engagement skills.
  • Familiarity with GAC policies
