Overview of CPPLI
CPPLI in partnership with LABDI is implementing protection interventions in Gubio LGA, Borno State, aimed at enhancing the safety, dignity, and well-being of women, girls, and children. As part of this effort, the organization seeks to refurbish existing Women and Girls Safe Spaces (WGSS) and Child-Friendly Spaces (CFS) to ensure they meet minimum safety, accessibility, and quality standards for service delivery.
CPPLI stand against Sexual Exploitation and Abuse (SEA).
CPPLI has a zero-tolerance policy with regard to SEA by her personnel. All forms of sexual exploitation and abuse are incompatible with the universally accepted norms, values, principles and standards that underpin CPPLI. Protection from SEA is the responsibility of everyone and all selected candidates will be required to comply with the CPPLI’s PSEA Policy at all times. Selected candidates will therefore undergo rigorous reference and background checks against their past behavior related to sexual exploitation and abuse, and may be required to provide additional information further on in the selection process.
Ethical Considerations
The consultant must adhere to safeguarding policies, including prevention of sexual exploitation and abuse (PSEA), child protection policies, and confidentiality requirements throughout the assignment.

Purpose of the Consultancy
The purpose of this consultancy is to engage a qualified and experienced consultant to assess, design, supervise, and ensure the effective refurbishment of WGSS and CFS facilities in Gubio, in line with humanitarian standards and organizational guidelines.
The consultant will be responsible for the following:
· Conduct a comprehensive technical assessment of the existing WGSS and CFS structures.
· Develop detailed Bills of Quantities (BoQs), architectural drawings, and refurbishment designs where necessary.
· Ensure all designs incorporate safety, gender sensitivity, child protection principles, and disability inclusion (e.g., accessibility for persons with disabilities).
· Provide cost estimates and implementation timelines for all refurbishment activities.
· Support the procurement process by providing technical specifications for materials and works.
· Supervise and monitor all refurbishment activities to ensure quality, compliance, and adherence to agreed standards.
· Ensure the use of durable, locally appropriate, and cost-effective materials.
· Ensure compliance with national building regulations and humanitarian standards (e.g., Sphere standards).
· Conduct regular site visits and provide progress reports to the organization.
· Certify completed work and ensure all deliverables meet agreed specifications before final handover.
· Identify and mitigate potential risks related to construction, safety, and environmental concerns.
· Ensure safeguarding measures are integrated throughout the refurbishment process.
4. Key Deliverables
· Inception report with assessment findings and workplan.
· Detailed BoQs and technical drawings/designs.
· Refurbishment implementation plan and timeline.
· Weekly/bi-weekly progress reports.
5. Duration of the Assignment
The consultancy is expected to last for a period of 3 Months starting from the date of contract signing.
6. Required Qualifications and Experience
· A minimum of a Bachelor’s degree in Civil Engineering, Architecture, Building Technology, or a related field.
· At least 3–5 years of proven experience in construction, rehabilitation, or infrastructure projects, preferably in humanitarian or development settings.
· Experience working on WGSS, CFS, or similar protection-related facilities is an added advantage.
· Strong knowledge of local construction practices and the context of Borno State.
· Familiarity with humanitarian standards, including Sphere and protection principles.
· Proven experience in site supervision and contract management.
· Strong reporting, communication, and coordination skills.
