Essential

The candidate should possess the following:

- Bachelorâs degree in architecture, Civil Engineering, or Building Construction.
- Good knowledge of AutoCAD, ArchiCAD, Revit and other design software to produce designs and plans.
- Knowledge of cost estimation (Bill of Quantities) and other technical specifications.
- Knowledge of UNHCR/SPHERE standards for shelter and settlements, as well as standards related to protection, environment, and land use.
- Good knowledge of site surveying and experience in undertaking related topography assessments/ feasibility studies for site identification and environmental impact studies whilst using surveying tools (including GPS equipment, GIS software).
- The candidate should have prior experience of implementing shelter and infrastructure projects in humanitarian and development context and large-scale emergencies with UN and INGOs coordinating with operational partners and governmental technical departments.
- Experience in construction management (including site supervision, monitoring, quality control, evaluation etc.).
- Experience in developing shelter and settlement need assessments and undertaking gap analysis for development of shelter programmes.

Desirable.

- Knowledge of UNHCR shelter standards, as well as standards related to protection, WASH, environment, and land use.
- Knowledge of a range of shelter assistance options, humanitarian infrastructure, including sensitivity to cultural and gender specific needs to ensure that the social and cultural background of the displaced population is considered while designing, developing, and implementing shelter options.
- Familiarity with and considerable Field exposure to UNHCR programme planning and implementation and on humanitarian operations.
- Ability making the linkages to rehabilitation and development programmes will be an added advantage.
- Knowledge of the geopolitical environment of the BAY States is an added advantage.
- Knowledge of Hausa, and Fulani languages is an added advantage.

Occupational Safety and Health Considerations:

Nature of Position:

The number of forcibly displaced people continues to increase worldwide, and internally displaced people represent the majority of the world's forcibly displaced, a trend that has continued over the past decade. Although safe from the immediate effects of conflict, many affected people remain disempowered recipients of humanitarian assistance for years and decades. Millions of vulnerable people in Borno, Adamawa and Yobe states in north-east Nigeria are facing a humanitarian and protection crisis due to conflict. The conflict has caused widespread internal displacement, alarming food insecurity and malnutrition, and outbreaks of diseases such as cholera. The impact of climate change, coupled with high prices of food and essential commodities, and increased population movements, has aggravated the crisis.

The Senior Shelter Assistant will assist in providing technical support on shelter and general infrastructure-related activities as well as regular guidance within the Area of Responsibility (AoR).

As part of the shelter team, the Senior Shelter Assistant will assist the supervisor in assessment of shelter needs, capacity and monitoring of the project implementation as well as reporting activities. The incumbent supports UNHCR technical efforts during an emergency and or protracted crises assisting his / her supervisor in ensuring that national and/or international Shelter standards and best practices are met.

As part of the shelter team, the Senior Shelter Assistant assists the supervisor in the assessment of shelter needs, capacity and monitoring of the project implementation as well as reporting activities.

The Senior Shelter Assistant supports UNHCR technical efforts during an emergency and or protracted crises assisting his / her supervisor in ensuring that national and/or international Shelter standards and best practices are met.

The area of responsibility of Yola office includes Mubi, Michika, Madagali, Yola and all Adamawa State environs.

Main contacts are with staff members in the same duty station to exchange information, to establish an understanding of respective needs. The incumbent also liaises with Implementing Partners and local authorities on behalf of UNHCR.

Living and Working Conditions:

The Yola Field Office is in Yola, the State capital of Adamawa State in the Northeast. Being a state capital, it is a major transport hub for access to various locations such as north to Mubi and Maiduguri, west to Numan, Gombe, Jalingo and Bauchi and south to Makurdi and Katsina Ala.

In Yola, the rainy season is hot, oppressive, and overcast and the dry season is sweltering and partly cloudy. Over the course of the year, the temperature typically varies but the hot season is usually February to June.

There is an airport with regular flights to Abuja and Lagos. UNHAS also flies 3 times weekly to Yola via Maiduguri.

Accommodation facilities are available in the town at affordable rates. The city experiences a moderate level of nightlife for some social and/or less formal and recreational activities.

There is no UN clinic in Yola. There are however hospitals and healthcare centres that SMs can access but they are not in the list of UN approved medical facilities. SM discretion is therefore advised.
