Job summary
To lead the commercial management expansion projects by converting engineering designs into robust cost frameworks, ensuring strict control of project expenditures through accurate BOQs, contract administration, valuation of works, and cost monitoring. The role is responsible for safeguarding financial discipline, optimising value for money, and ensuring all construction and installation activities are delivered within approved budgets without compromising quality, scope, or timelines.

Responsibilities:
- Cost Architecture: Prepare, update, and manage comprehensive Bills of Quantities (BOQs), cost estimates, and budget projections for all civil, mechanical, and electrical project scopes.
- Contractual Administration: Formulate, vet, and manage contracts for contractors, subcontractors, and consultants, ensuring clear commercial terms and risk mitigation.
- Valuation & Certifications: Conduct periodic site measurements and progress audits to verify, negotiate, and certify interim payment applications from contractors.
- Variation & Claim Management: Analyze, negotiate, and defend against contract variations and claims, protecting GZI from budget overruns.
- Financial Tracking: Maintain a live project cost ledger, providing executive management with accurate Earned Value Analysis (EVA) and cash-flow forecasts.
- Site Measurement & Audits: Conduct regular site visits to validate progress, verify quantities, and ensure compliance with contractual requirements.
- Change Control Management: Administer all scope changes and ensure proper valuation, approval, and documentation of variations.
- Lifecycle Cost Awareness: Advise on long-term cost implications of design choices, materials, and construction methods.
- Integrated Management System: Documents, implements, maintains the requirements of the quality, food safety, environment, health, and safety management systems.
Requirements:
- A minimum of HND in Quantity Surveying.
- Professional membership in NIQS and registration with QSRBN is required.
- Minimum of 8 years of commercial cost-management experience on major industrial, heavy engineering, or fast-track commercial construction projects.
- Analytically sharp attention to contract details, skilled at managing vendor negotiations firmly and ethically.
Key KPIs:
- Project Budget Variance (Maintain absolute cost delivery within ±5% of the approved baseline).
- Turnaround Time for Verification and Certification of Interim Payment Applications.
- Value Engineering Savings Generated through material/design optimisations.
