1. JOB PURPOSE
The HSE Officer is responsible for developing, implementing, and maintaining health, safety, and environmental systems across the OYH Nigeria factory. The role ensures that all operations comply with Nigerian regulatory requirements and OYH's internal HSE standards, safeguarding the wellbeing of all employees, contractors, and visitors on site.
2. KEY RESPONSIBILITIES
- Develop, implement, and continuously improve the factory's HSE management system in line with Nigerian law and OYH corporate standards.
- Conduct daily HSE inspections across all factory areas - production floor, warehouse, maintenance workshops, and common areas and document findings.
- Investigate all workplace accidents, incidents, near-misses, and dangerous occurrences; prepare detailed investigation reports and drive corrective and preventive actions (CAPA) to closure.
- Identify workplace hazards through regular risk assessments and Job Hazard Analyses (JHA); ensure appropriate controls are in place.
- Develop and deliver HSE induction programmes for all new employees, contractors, and visitors before they access the factory.
- Plan and execute regular HSE training, drills, toolbox talks, and refresher sessions for all staff — including emergency response, fire safety, chemical handling, and PPE usage.
- Monitor and enforce compliance with PPE requirements, safe operating procedures (SOPs), and permit-to-work systems across all departments.
- Manage and maintain Material Safety Data Sheets (MSDS) for all chemicals used in the production process; ensure safe handling, storage, labelling, and disposal of all hazardous materials in line with NESREA and relevant regulations.
- Oversee waste management processes including chemical waste, production by-products, and general factory waste; ensuring full environmental compliance.
- Prepare and submit required HSE reports to management and regulatory authorities (NESREA, NSITF, Factory Inspectorate) as scheduled.
- Maintain accurate records of all HSE activities including inspections, incidents, training attendance, PPE issuance, and regulatory submissions.
- Lead emergency response planning, maintain and test the factory's emergency response plan, fire evacuation procedures, and first aid provisions.
- Liaise with regulatory bodies and represent OYH Nigeria during external HSE audits, inspections, and regulatory visits.
- Champion a strong safety culture across the factory — promoting a zero-accident mindset at all levels of the workforce.
3. QUALIFICATIONS
- Bachelor's degree or HND in Environmental Science, Industrial Safety, Chemical Engineering, Occupational Health, or a related discipline.
- Recognised HSE certification is mandatory — NEBOSH, ISPON, or equivalent.
- Additional certifications such as NEBOSH Process Safety, IOSH Managing Safely, or Fire Safety Management are a strong advantage.
- Registration with ISPON (Institute of Safety Professionals of Nigeria) is an advantage.
