Position Summary

MilleNext Group is seeking to hire an experienced and detail-oriented Estimator & Construction Project Lead to oversee the estimating and bid development process for construction projects in the US and Africa. This role is responsible for preparing accurate and competitive cost estimates, managing the full bid lifecycle, analyzing project risks, managing project pipeline, and collaborating cross-functionally to support successful project execution.

The ideal candidate brings strong technical expertise in construction projects estimation and is familiar with the following:

·        Telecommunications construction

·        Fiber optic construction and splicing

·        Network infrastructure deployment

·        Structured cabling and OSP/ISP construction

·        Communication systems installation and maintenance


Key Responsibilities

Cost Estimation & Quantity Takeoffs

  • Prepare comprehensive and accurate cost estimates for construction projects, including labor, materials, equipment, subcontractors, and indirect costs.
  • Perform detailed quantity takeoffs from project drawings, specifications, and contract documents.
  • Develop conceptual, preliminary, and final estimates based on project stage and available information.
  • Maintain organized estimating documentation and historical cost data for future reference.

Construction Projects Specialization

  • Analyze project plans, technical specifications, geotechnical reports, and regulatory requirements related to pipeline construction.
  • Evaluate construction methodologies, production rates, site conditions, and project constraints to develop realistic project budgets and schedules.
  • Ensure estimates align with applicable industry standards, safety regulations, and client requirements.

Bid Management

  • Lead the bid process from initial RFP/RFQ review through final proposal submission.
  • Coordinate bid schedules, deliverables, and internal review meetings to ensure timely and compliant submissions.
  • Review contract terms, scope requirements, and bid documents to identify commercial and operational risks.
  • Support proposal strategy development to maximize competitiveness and profitability.

Vendor & Subcontractor Management

  • Solicit, review, and evaluate vendor and subcontractor quotations for completeness, scope alignment, pricing accuracy, and compliance.
  • Build and maintain strong relationships with subcontractors, suppliers, and industry partners.
  • Negotiate pricing and clarify scope gaps or exclusions when necessary.

Risk Analysis & Value Engineering

  • Identify project risks, cost drivers, and scheduling challenges during the estimating phase.
  • Develop contingency plans and recommend value engineering opportunities to improve project efficiency and profitability.
  • Participate in project handoff meetings to ensure operational teams understand estimate assumptions and risks.

Leadership & Mentorship

  • Lead, guide, and mentor junior estimating staff to ensure consistency, accuracy, and professional development.
  • Establish estimating best practices, standards, and quality control procedures.
  • Foster a collaborative, high-performance team environment capable of meeting aggressive deadlines.

Cross-Functional Collaboration

  • Collaborate closely with operations, engineering, procurement, and project management teams to validate assumptions, labor productivity, construction schedules, and execution strategies.
  • Support preconstruction planning and project kickoff activities.
  • Participate in client meetings, site visits, and pre-bid conferences as required.


Required Qualifications

Experience

  • Minimum of 7+ years of experience in construction estimating or related heavy civil construction estimating.
  • 5+ years of experience in Telecommunications construction, Fiber optic construction and splicing, Network infrastructure deployment, Structured cabling and OSP/ISP construction, or communication systems installation and maintenance.
  • Good understanding of the fiber optics construction business.
  • Ability to move from one project to another.

Technical Knowledge

  • Strong understanding of fibre optics construction business, pipeline construction methods, equipment, materials, and installation practices.
  • Strong understanding of Telecommunications construction, Fiber optic construction and splicing, Network infrastructure deployment, Structured cabling and OSP/ISP construction, and/or communication systems installation and maintenance.
  • Knowledge of industry regulations, permitting requirements, environmental considerations, and safety standards.
  • Ability to interpret engineering drawings, specifications, contracts, and technical documents.
  • Ability to lead construction projects and estimate construction projects, especially fibre optics construction.

Software & Analytical Skills

  • Proficiency in estimating software, construction management tools, and Microsoft Excel.
  • Advanced quantity takeoff and data analysis capabilities.
  • Strong mathematical, analytical, and problem-solving skills.

  • Strong organizational skills with the ability to manage multiple bids, projects, and deadlines simultaneously.


Preferred Qualifications

  • Experience with large-scale pipeline infrastructure, utility, oil & gas, water, or industrial projects.
  • Familiarity with scheduling software and project planning tools.
  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred.

Work Environment

  • Combination of office-based estimating work and occasional field/site visits.
  • Ability to work under deadline-driven conditions during active bid periods.
