Under the Direct Supervision of the Network Planning and Optimization Senior Manager, to define and implement all network strategy to achieve MTN Group targets technical and financial), regulatory technical obligations with cost efficiency. The Manager Radio Planning & Optimization drives the planning resources (Supervisors) and MS team to ensure a very good network quality and experience provided to MTN customers. In collaboration with the vendors and partners, he defines radio capacity and coverage (2G, 3G, 4G, 5G plan in synergy with MTN group vision, MTN Benin business team strategy 

The Manager Radio Planning & Optimization:

Dimension, design and plan radio networks (2G, UMTS, LTE, 5G and future technologies) on various layers (including in-building solutions IBS/DAS RMA/small cells for cost effective deployment of network coverage and capacity, for achievement of rollout and marketing/business plan objectives and regulatory obligations Supervise & manage the RAN Dept. Staff (Supervisors and Engineers), this includes MS NPM. Close coordination on regular basis with all relevant internal & external stakeholders (MTN Technology team, all other MTN departments, vendorsâ¦) for overall network improvement Ensures compliance with all company, Division, & Dept. procedures & policies. Contribute to MTN cost efficiency

Assigned working hours. 24/7 Call outs when urgent.  Laptop.

Key Task: 

Team lead in planning, designing, optimizing and maintaining MTN Benin radio network under leadership of the Network Planning Senior Manager. Support in the preparation of the annual business plan via coverage & capacity dimensioning of RAN according to marketing forecasts and MTN group technology strategy. Inter department collaboration / interface with other Network Group divisions within the region. Analysis & Approval of frequency plans & cell parameter plans submitted by managed service & 3rd party vendor (s). Technical support for all RAN projects delivering  Adequately plan the implementation of relevant radio solutions including in-building solutions/DAS, micro mobiles base stations, MCPAâs & indoor booster deployments to achieve network objectives Support the Network Senior Manager by providing field sensitive feedback on network performance & customer experience in regions in collaboration with the business teams Understand the telecommunication industry local trends and developments in order to assess the impact on MTNâs current and future business Awareness and reporting of competitor activities as identified in the field Perform & supervise the Regular reporting on network performance and activities of MS vendor partner for MTN Ensure the Cell configuration, clutter data and propagation models loaded into the network Planning Tool are to be maintained to ensure that they offer a true reflection of the propagation environment· Provide specialist technical support to all other department regarding the network and radio related features Supervise, analyse & approve vendor execution of radio coverage and capacity rollout design for the region Continuously analyse traffic, utilization and subscriber growth in order to foresee needs for capacity expansion. Evaluate, verify and supervise the optimization of MTN Benin RAN by managed service vendor (s) to ensure KPIs are in conformance with targets for the region Best NPS result. Set goals and objectives for direct reports, monitor progress and maintain motivation Manage performance of team  Identify staff training and development needs and implement necessary actions

Stakeholder relationships:

Manager, Senior Manager, Customer Experience, NWG Departments, Sale & Distibution, Marketing, Regulatory and Legal

Education: a Degree (Telecommunications) and/or a related Computer Engineering Degree 

Experience:

Minimum Five (05) yearsâ experience in Mobile Network Radio Planning and Optimization .
