The Team
The focus of the Global Development (GD) division is to help deliver targeted healthcare solutions in the developing world. Our strategies focus on Polio Eradication, Immunization, Primary Healthcare, Global Health Agencies and Funds, Emergency Response, as well as the country work on the African continent and in India. The Global Development Program also encompasses our India Country Office and Africa Team, with physical offices in Johannesburg, Addis Ababa, and Abuja. The Africa team works to enable the foundationâs ambitious goals of scaling evidence-based interventions that target a range of diseases and socio-economic conditions which are endemic across Sub-Saharan Africa (SSA). The team implements its responsibility through direct country engagement to deploy interventions and delivery models, and by building the partner architecture to replicate successful interventions and models across multiple countries.
In the Nigeria Country Office team, we use our core comparative advantages to drive impact across the 4 focus areas of the Foundation. We make key investments and lead advocacy in our focus areas to help achieve specific national outcomes that address Nigeria's developmental challenges. We adopt a one-foundation approach in our work and collaborate with government entities, donors, and other partners in driving a joint vision for Nigeria.

Your Role
The Program Officer (PO) for Data, Analytics, Measurement, Learning & Evaluation will support the Nigeria Country Office (NCO) in operationalizing its Data and MLE Strategy, which serves as an intrinsic pillar of the Nigeria strategy. Specifically, the Program Officer will lead and manage the execution of the different bodies of works (BoW), workstreams and investments under the Data and MLE Strategy which targets health performance measurement and analytical capabilities of government institutions at both national and state level. Also, the Program Officer will ensure that the NCO and Program strategy teams across the foundation are actively and pragmatically tracking the programmatic performance of our strategies with the goal of saving lives and providing economic opportunities for people in Nigeria.
Reporting to the Country Director and working closely with the Nigeria leadership team and the Senior M&E Officer - Africa, the Program Officer will work closely with the Program Manager and Program Officers to advance monitoring, learning and evaluation approaches to support Nigeria grants portfolio management.
This is a Limited Term Employment (LTE) for 9 months.
What Youâll Do
Lead the coordination and execution of the NCO Data and MLE Strategy including development and management of investments in key areas that support the measurement and tracking of health outcomes and impact.
Manage the discrete execution of different bodies of work (BoW), workstreams and investments under the Data/MLE Strategy targeted at strengthening programmatic and state health performance measurement.
Lead the design and management of discrete implementation research (e.g., Monitoring gANC Adoption and Adaptation to Inform Implementation at Scale) and evaluations that contribute to more effective public health programs for the health portfolio.
Support Program Officers investing in Nigeria with the design of outcome-focused investments and the implementation of practical and rigorous monitoring, research, and evaluation strategies for their grants.
Analyze, understand, and promote data use within the NCO and engage with a wide range of partners within the foundation.
Work with the NCO program officers, technical advisers and the leadership team to oversee regular program progress tracking and lead the preparation of relevant narratives and analytics.
Review and update internal data sharing and visualization platforms including periodically providing key programmatic performance insights to the team.
Manage and lead foundationâs technical and operational relationship on Data and MLE
Support national and the state governments to strengthen their health survey and operational data ecosystem including evidence ecosystem to produce higher-quality, more cost-effective, and timely data for improved policy and programmatic decisions.
Identify alignments and areas of collaboration with external partners and other team members working in Nigeria's national and state data, analytics, and measurement ecosystem.
Proactively engage and practically deep dive into improving analytics and data use at different levels, understanding data quality gaps, and identifying areas of innovation and investment to improve overall data quality.
Your Experience
Minimum 5 years of experience in data system strengthening, monitoring and evaluation. Advanced degree in statistics, measurement, evaluation, or a related field with demonstrated skills (development, social sciences, public health) is preferred.
Demonstrated high level of technical proficiency as well as ability to manage the research and evaluations of the implementation of a development/investment plan with the goal of contributing insights and evidence to drive investment strategies and decisions.
Experience in a dynamic environment with proven ability to juggle multiple and competing demands and establish priorities, while providing continual attention to detail in proofing materials, tracking projects, and grants.
Understanding of the nuances and pros and cons of different types of data systems and tools; understanding of how to sequence investments.
Curious and proactive self-learner seeking to understand and engage with the complex political economy of data, analytics, and measurement, and with complex data from multiple sources.
Track record of working on large scale, complex health systems strengthening programs across multiple geographies; working in localized settings and resource constrained environments
In-depth knowledge of statistical methods, formative, summative, developmental, and additive evaluation designs, nuanced approach with qualitative and quantitative methodologies, data collection and management
Experience with and awareness of approaches to informatics
Ability to critically design MLE tools, surveys, surveillance systems, and evaluations.
Expertise in the whole value chain of MLE needed by the Nigeria Country office: 1) strong government MLE/data system strengthening expertise, 2) grants/portfolio performance management and MLE expertise and 3) strong data curation, analytics, and presentation expertise.
Self-critical and humble; reflective, immersive in understanding of contexts and ability to think out of the box.

Ability to travel up to 50% domestically and internationally.
