BackgroundThe USAID Global Health Supply Chain Program-Procurement andSupply Management (GHSC-PSM) project provides procurement and supply managementsupport to the US government-funded public health programs to ensureuninterrupted supplies of health commodities to prevent suffering, save lives,and create a brighter future for families around the world. In Nigeria,GHSC-PSM provides health commodity procurement services andsystems-strengthening technical assistance that addresses all elements of acomprehensive supply chain. The project distributes HIV/AIDS, malaria, andfamily planning commodities to health facilities and laboratories throughoutNigeria’s states and the Federal Capital Territory. It also leads theoperationalization of the National Integrated Specimen Referral Network inNigeria.Panagora Group, a woman-owned, small business providingnovel and integrated solutions in global health and international development,provides long- and short-term professional labor to support strategicengagement, advocacy, and knowledge management and communications (KMC)activities through strategic planning, implementation, and capacity buildingfor the Nigeria country office.The Manager Learning and Knowledge Management will supportthe implementation of the Learning Knowledge Management & StrategicCommunication (LKM&SC) Strategy and GHSC-PSM learning and knowledgemanagement activities in Nigeria.Job DescriptionThe Manager, Learning and Knowledge Management isresponsible for overseeing all knowledge-related activities, including themanagement, capturing, sharing, and accessibility of knowledge assets. Inaddition, s/he will work alongside GHSC-PSM stakeholders, internal andexternal, to promote and optimize the usage of the project’s knowledge assets.The ideal candidate possesses soft skills such as excellentleadership, effective communication, problem-solving, coaching, and teamworkskills. These skills will aid in promoting a culture of knowledge-sharing thatis enabled through guidance and learning. S/he will be well-equipped with theknowledge base features and functionality and be able to communicate this toteams effectively. As a manager in a fast-paced and knowledge-drivenenvironment, s/he will have to be able to identify concepts and ideas and comeup with solutions quicklyDuties and ResponsibilitiesSupport implementation of learning and adaptive managementapproaches and interventions based on best practices and learning applicable tothe GHSC-PSM contextPromote collaboration and knowledge sharing throughdefining, supporting, and encouraging the use of knowledge to employees of allskill levels and rolesProactively leverage innovative opportunities to plan,implement and report learning events, forums, platforms, conferences, andworkshops that promote self-reliance and ownership of the public supply chainby the Government of Nigeria.Support cross-learning among project implementation teams,including central, regional, and state levelsSupport the development and testing of data visualizationtools, methods, and analytics to foster learning and adaptive managementLeverage informational sources and innovative andwell-established research methods, including observations, assessments,surveys, and reports to drive learning and adaptive management.Oversee learning and adaptive management capacity-buildinginitiatives.Actively support internal and external learning processes,including activity implementation (and events), debriefing, and identifying andanalyzing lessons learned from technical activities.Monitor progress by leveraging analytics to assess theimpact, engagement, functionality, and effectiveness of knowledge managementstrategyCarry out additional responsibilities as assigned.RequirementsBachelor’s degree in communications, information technology,management, organizational development, or related field and at least six yearsof relevant experience in knowledge management and in facilitatingmultidisciplinary learning and adaptive management efforts with a demonstratedtrack record of increased responsibility; or master’s degree in related fieldand at least three years of relevant experience.Excellent organizational skills and attention to detail.Strong system thinking, analytical and problem-solvingskills.Excellent computer skills. Strong command of Microsoft and SharePoint preferredExperience using knowledge management systemsExpertise in learning and adaptative management approachesand methods and their practical applicationExtensive and deep knowledge of complex development sectorsand problems, especially public supply chain management systems in Nigeria orsimilar, and the challenges of applying traditional monitoring, evaluation, andlearning models to these areasThorough knowledge and demonstrated experience applyingdesign thinking principles and tools to solve implementation challengesDemonstrated experience in facilitating multi-stakeholder,multi-sectoral learning, and adaptive management efforts.Demonstrated experience developing content, coordinatinglearning events, and applying diverse adult and organizational learning,including coaching, mentoring, peer-to-peer, and others.Values-driven and exceptional integrity, including ensuringa safe working environment and equal opportunities for allExcellent research and analytical skills, ability to writeclearly and persuasively (including to non-technical audiences), and first-classcommunication skills.BenefitsReportingThe Manager, Learning, and Knowledge Management will reportdirectly to the Director LKM&SCSupervisory RoleThe Manager, Learning and Knowledge Management willsupervise a Learning Knowledge Management and Strategic Communication OfficerWorking conditionsThis is a long-term position based in Abuja, Nigeria.
