Job Description/Requirements

Organizational Responsibilities

  • Develop and execute health and safety plans in the workplace according to statutory guidelines

  • Prepare and enforce policies to establish a culture of health and safety.

  • Evaluate practices, procedures and facilities to assess risk and adherence to the law

  • Conduct training and presentations for health and safety matters and accident prevention

  • Monitor compliance to policies and laws by inspecting employees and operations

  • Inspect equipment and machinery to observe possible unsafe conditions.

  • Investigate accidents and incidents to discover causes and handle workers compensation claims.

  • Recommend solutions to issues, improvement opportunities or new prevention methods.

  • Report on health and safety awareness, issues and statistics.

Technical

  • Provides HSE leadership, training and operational support to all levels of the organization and across all functional units.

  • Ensures all HSE processes and procedures are implemented and standardized across Dozzy Group facilities.

  • Tracks company health and safety metrics and uses the data to identify and reduce risks.

  • Works closely with engineering and facilities on special projects involving plant construction, equipment design, and hazardous assessments.

  • Assists in all aspects of incident investigation including verifying root cause and approving the implementation of preventive actions.

  • Ensures emergency response systems, policies and procedures are in place to manage emergency situations.

  • Maintains all federal, state, and local permits in a current and valid condition.

  • Maintains chemical hazardous waste program including chemical accumulation and accumulation area inspections.

  • Provides hazardous material/right to know training and MSD management.

  • Provides laboratory safety support along with periodic lab-pack cleanouts as required or necessary.

  • Performs individual hygiene activities including chemical monitoring, and any other monitoring programs as necessary.

  • Maintains current working knowledge of all applicable HSE regulations.

  • Maintains all necessary training and licensing to function as a signing authority on all HSE matters.

  • Inspect machinery and facilities on a daily basis to ensure they are in proper working order and no safety hazards are endangering personnel

  • Other duties and projects as assigned

Job Responsibilities

  • Provides motivation and familiarization of all company personnel respecting the importance of complying with company system procedures and all safety equipment provided.

  • Assists the Commercial, Engineering and Operations department in their dealings with clients in all issues concerned with health and safety at work.

  • Conducts safety audits both internal and external.

  • Takes part in accident/incident statistics, identifying trends and suggesting improvement plans.

  • Provides technical support to senior management on HSE issues.

  • Carries out in-house safety training.

  • Carries out safety audits on contractors.

  • Liaises between clients on safety-related issues.

  • Provides HSE-related engineering input into new projects and modification programs.

  • Participates in HAZOP meetings prior to procurement.

  • Performs risk assessments.

  • Preparation of health and safety documentation for new tenders.

  • Provides safety support and advice, including supervision on the preparation of plans and procedures for initial contract start-up activities.

Job Specification

  • Demonstrated understanding of and ability to communicate effectively with regulatory authorities, government officials, major customers and senior executives within the organization.

  • Experience creating and managing a budget including resource allocation and priority setting.

  • Successful leadership and hands-on direction of HSE issues in major operating facilities and business functions that support unit projects.

  • Experience in globally and technically diverse workplace

  • Experience in taking on an HSE leadership role during the design and construction phases of facilities that have complex R&D, Chemistry, Microbiology, Manufacturing, and packaging equipment.

  • Direct experience working with high volume solvents and chemicals

  • Experience in dealing with complexities in the manufacturing and refinery industries.

  • Demonstrated ability to develop, motivate and direct teams in a matrix organization.

  • Attention to details.


Professional skills

  • The HSE Manager will provide leadership in order to ensure safety and environment compliance and assist in the achievement of meeting company goals and initiatives, profitability and productivity requirements.

  • He shall be responsible for the design, development, implementation, communication and coordination of all environmental health, safety and DOT programs for the company.

  • Developing safety management policies.

  • Coordinating training programs.

  • Investigating workplace incidents/accidents

  • Preparing reports-prepares monthly reports and makes presentations to senior management

  • Prepares daily workplace inspection results. 

  • Prepare workers response to safety incidents

  • Prepare reports for the disposal of waste products.

  • Prepare reports for maintenance of plant and machinery.

  • The HSE manager ensures the safety of employees, contractors, and the surrounding community from risks associated with manufacturing/refining, such as spills and fires.

  • Collaborate with Occupational Safety and Health Administration to implement safety measures, such as emergencies and other safety measures.

  • The HSE manager uses his knowledge of engineering and industrial systems to ensure that machinery, chemicals and equipment do not cause harm to people and/or property.

  • Conduct analysis in conjunction with relevant regulatory agencies: this is to ascertain safety parameters, such as emissions, air quality, chemical leaks, soil quality etc.

  • Conduct statistical analysis to establish the level of safety awareness in a manufacturing/refining industry, and identify employees at the highest risk of chemical, flame and explosive hazards.

Skills

Required

  • Bachelor of Science with 10+ years related experience in an HSE leadership role; safety, Engineering, or equivalent Science Degree

  • Master of Science with 7+ years related experience in an HSE leadership role; Safety, engineering or equivalent Science Degree.

Preferred

  • Bachelor Degree in Science/Engineering or equivalent 

  • Additional knowledge in HSE and fire & safety management systems, an added advantage.

  • 5 t0 12 years cognate experience in industrial Safety Health and Environment systems; 6 years in plant operations, 6 years in a supervisory capacity. 

  • Working knowledge in Health, Safety and Environment management systems, Environmental discharges, incident command systems, and incident investigation by using the Tripod Beta Tool, HSE auditing techniques, HEMP, radiological safety.

  • Industrial hygiene, and gas dispersion, modelling explosion indices and ISO 14001:2004 and OHSAS 18001.

  • Good knowledge of English
