Job Description

Our main commissioning party is the German Federal Ministry for Economic Cooperation and Development (BMZ). The registered offices of GIZ are in Bonn and Eschborn. GIZ has worked in Nigeria since 1974. From 2004, GIZ has maintained a country office in the capital city Abuja. Currently 280 national and 51 international employees and 4 integrated specialists are working in the country (as of 31.12.2018).


Programme:

Since 2006, GIZ has been supporting the ECOWAS Commission, thereby assisting in defining the political priorities of the integration process in the region. Key players from civil society and the private sector have been more closely involved in negotiating uniform regional standards and procedures. An operational monitoring and evaluation system have also been introduced and extended to the member countries in order to enable the ECOWAS Commission to assess the progress made in the regional integration process.


 Responsibilities

The Head of Administration will:  

Plan, direct, coordinate, and supervise all administrative and operational functions for three programmes in the ECOWAS cluster.

Guide and implement all processes and systems across the ECOWAS clusters.

Tasks

Operations:

Introduce and disseminate new policies, rules and guidelines etc. relating to administrative procedures

Oversee the provision of a customer-oriented services by the GIZ-ECOWAS cluster office to the programmes

Provide proactive support to programme staff

Plan, direct and coordinate day to day management and logistical operations of the GIZ-ECOWAS clusters

Coordinate and manage admin staff in the GIZ-ECOWAS clusters, facilitate interdepartmental communication and allocate resources as needed

Manage and increase the effectiveness and efficiency of support services, through improvements to each function as well as coordination and communication between supports and programme functions.

Play a significant role in long-term operational planning, including an initiative geared toward operational excellence.

Improve operational efficiencies to increase ability to process programme and staff needs using both systems and physical improvements.

Liaise with 10 GIZ offices in the ECOWAS region and work with 3 programmes covering 15 ECOWAS member states

Report to three Head of Programmes

Project Management:

Implement sound and efficient administrative procedures in support of the work of the programme

Contribute to results-based planning, monitoring and implementation of the projects

 

General Tasks:

Ensure consistent implementation of GIZ and EU guidelines.

Support administration, monitoring and reporting of project activities.


Required qualifications, competencies and experience:

Required Competencies

Formal Education

Master’s degree in a relevant field of study 

Minimum of ten years cognate experience with at least three (3) years at a managerial level

Proven experience in working with multi-disciplinary teams is required. 

Professional Experience

Excellent planning and organising skills

Ability to  contribute to complex technical assistance programmes/projects and mobilise external partners and stakeholders

Ability to establish good working relationships with a variety of people.

Ability to communicate clearly in writing and orally

Good decision making and problem-solving skills

Strong people skills and ability to manage people

Experience in working in a multicultural environment is desired

Knowledge and skills managing complex, multi-faceted projects.

Excellent analytical skills

Good communication and interpersonal skills 

Ability to appreciate cultural and ethnic diversity

Excellent diplomacy and persuasion skills

Knowledge of the ECOWAS region and established contacts to relevant actors is regarded as an asset

Spoken and written language skills in English and French is required, German knowledge is an added value
