In our capacity as a recognised sending organisation, we currently have 730 development workers in action in partner countries. In addition, CIM, a joint operation of GIZ and the Federal Employment Agency, placed almost 1,000 integrated and returning experts with local employers abroad in 2015 while providing them with financial support and advisory services.*

The GIZ Programme “Skills for Youth Employment in Nigeria (SKYE)”  supports the diversification of the economy in Nigeria through the promotion of demand oriented technical and vocational training and education (TVET).

Hereby the project is focusing mainly on the agriculture and construction (Housing) sector. The strategy of the project is to improve the synergy between measures on the supply side of the job market (vocational qualification) with those of the demand side (e. g. technology transfer and development, consultation of producer groups and processing companies) in order to enable TVET providers to develop and implement in market- and target group oriented qualification offers.




The Skills Development Advisor provides support in:

Technical advice  

Identifying relevant problems and issues and assisting in formulating implementation-oriented solutions. 

Advising on sector specific and vocational education oriented (further) training for multipliers (e. g. master craftsman in the construction sector, trainers in SMEs) develop (construction) in cooperation with training institutions. 

Develop value chain specific training modules in cooperation with the private sector.

Provide general advise on vocation training for the construction sector  

Further developing instruments and assisting in introducing innovation and change. 

Managing knowledge by disseminating and documenting know-how, experience and information. 

Maintenance of a good flow of communication and information with the main political and operational partners as well as a good flow of communication and information with all other involved institutions and stakeholders, 

Project management:

Is responsible for developing budgets and estimating expenses for programme activities in the above-mentioned field. 

Assists national and international advisers or consultants in carrying out their work 

Assists the programme with organizational issues. 

Regularly consults with the unit manager and other staff and cooperates on all programme activities. 


Required qualifications, competencies and experience:


Master’s/MSc in an area that is related to the project/programme objectives, with a focus on a relevant field. 

Professional experience

At least 10 years’ professional experience in trade policy, trade facilitation and export promotion and/or business environment and policy advocacy.

Fluent written and oral knowledge of English, fluent Yoruba speaker

Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
