The Nigerian Energy Support Programme (NESP) is co-funded by the European Union and the German Government and implemented jointly by Federal Ministry of Power, Works and Housing and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). It aims at enabling and fostering investments in a domestic market for Renewable Energy and Energy Efficiency and improve access to electricity in Nigeria. 

 

As part of the programme and in close collaboration with its public and private partners, the unit on market development, standards and services aimed at strengthening the quality delivery and control mechanisms to enhance an enabling market environment for the application of and investments in RE and EE. This will include activities with the Federal Ministry of Power Works and Housing, and potentially State Governments and agencies such as development control, associations representing builders/ architects/ planners as well as private sector participants. Concrete partner MDAs and activities will be established with FMPWH as part of the programme steering based on sector stakeholder analysis.

 

Responsibilities:

  • This will also entail supporting in the coordination of the Unit’s activities with the other NESP Units, the Management, other GIZ programmes in Nigeria, GIZ Country Office and Headquarters as well as NESP partners such as the Federal/State Governments, other international organizations and the private sector. 

Under the direct supervision of the Head of the Market Development, Standards and Services Unit, the Junior Advisor will:

 

 

  • Support the Head of Unit in Coordination of overarching programme activities
  • Implementation of specific tasks in connection with knowledge management, monitoring and evaluation of the Unit’s activities
  • Technical support to improving the services, processes and capacities for EE/RE market 

 

 

The technical assistant and knowledge Management junior advisor performs the following tasks:

 

Tasks

  • Support Coordination of Overarching Unit Activities 
  • The technical assistant and junior advisor 
  • Coordinates the development and collection of Partner specific information(e.g. MoU’s, PPP,contact details etc.) under the oversight of the Head of Unit
  • Assists with planning, coordinating and documenting meetings, workshops, seminars and other overarching unit activities (incl. preparation of draft reports, minutes, presentations)
  • Assists with recording and documenting the results of units overarching activities
  • Puts together an overview of units activities, deadlines etc. and presents this regularly at team meetings
  • Puts together budget overview, timelines and deadlines for consultancy contracts
  • Assists short-term experts assigned to programmes in completing their tasks 
  • Assists with public relation and communication work for the unit, in line with GIZ and EU requirements
  • Knowledge Management/Monitoring and evaluation
  • The technical assistant and junior advisor 
  • Ensures the NESP monitoring system is being applied properly across the unit based on inputs from team members
  • Supports the implementation by updating information on programme progress, documents and reports regularly according to GIZ and EU format
  • Assists in communicating, updating and collecting information on the unit’s activities
  • Assembles information/data on general development in the Nigerian EE&RE standards sector
  • Acts as units M&E resource person for staff members, partners and commissioners
  • Technical support to improving the EE/RE market
  • The technical assistant and junior advisor assist the Head of Unit in the;
  • Coordination of the operations of the teams on the RE and EE unit
  • General Technical advice on RE and EE market related issues

 

General obligations

 

  • The technical assistant and junior advisor 
  • is familiar with all components of the programme, concepts and status of implementation and knows the corresponding experts and staff
  • Represents the interest of the GIZ-assisted measure and always acts on its behalf carries out important tasks for the programme, even if these are not explicitly cited in the job description

 

 

Other duties

The technical assistant and junior advisor 

performs other duties and tasks at the request of the management 

 

 

Required qualifications, competencies and experience

Qualifications

University degree in an area that is related to project management, communication, and Business administration

 

Professional experience

initial experience in an energy-related field (preferable energy efficiency or renewable energy)

initial experience in monitoring development cooperation programmes

initial experience in communication and visibility of results in development cooperation programmes

 

Other knowledge, additional competencies

  • Advanced working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (eg MS Office)
  • Fluent written and oral knowledge of English
  • Research experience is of advantage
  • Report writing and professional editing skills
  • Ability and willingness to travel regularly to any region in Nigeria
