In our capacity as a recognised sending organisation, we currently have 730 development workers in action in partner countries. In addition, CIM, a joint operation of GIZ and the Federal Employment Agency, placed almost 1,000 integrated and returning experts with local employers abroad in 2015 while providing them with financial support and advisory services.*

The Global Programme Migration for Development (PME) commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) has the objective to empower migrants to make development-relevant contributions in their countries of origin and improve the framework conditions for legal migration in selected partner countries. It is run under the umbrella of the Center for International Migration and Development, which is jointly run by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) and the International Placement Services (ZAV) of the German Federal Employment Agency (BA).

The overarching objective of the programme is to strengthen the development-relevant contributions of migrants in their countries of origin and improve the framework conditions for regular migration in selected partner countries. This objective is actively being pursued within five fields of activity:

Migration Policy Advice: the policy frameworks for regular migration and the developmental contributions of migration are being improved through structured policy advice in the area of voluntary and forced migration

Migration and Reintegration Advice: access to information about regular ways of migration for potential migrants and about reintegration for returnees is being enhanced through migration advice

Development-oriented Return of Migrants: Returning migrants are contributing to home country development through knowledge sharing

Diaspora Cooperation: the developmental impact of the diaspora is being strengthened through diaspora cooperation

Business Ideas for Development: migrants receive effective counseling and are being qualified to implement business ideas in their countries of origin.

In the context of the component “Migration and Reintegration Advice” PME is running the “Migrationsberatungszentrum” (Migration Advice Centre). The Centre’s target group are potential migrants as well as returning migrants from Germany. The Migration Advice Centre offers counselling services on perspectives of educational and professional development in Nigeria as well as information and advice on possibilities and requirements of legal labour migration. In order to optimize the services of the Centre for the target group, the project is intending to hire staff designated to advice potential migrants and especially returning migrants and to provide them with necessary information  on migration as well as on social and professional reintegration. Next to the Centre itself, the PME is establishing an information and advice structure in Germany for migrants intending to return to their home country (Germany module). The advisor will cooperate closely with counterparts within the Germany module and within the bilateral portfolio of GIZ’s country office.


The position holder will carry out advice giving services in the above-mentioned frame to individuals seeking counseling and support, especially to migrants who have returned to Nigeria from Germany. He/She works in a team of advisors under the supervision of the Centre’s National Coordinator. 

He/She researches, compiles and makes available relevant information, offers and actors in the area of social and professional reintegration in the country of question. He/She exchanges with his/her counter parts in the Germany module in order to provide country-specific information to migrants intending to return from Germany. He/She cooperates with relevant counterparts within bilateral projects of GIZ and GIZ country office. He/She supports the National Coordinator in all activities of the Centre’s project, in everyday occurrences and will fulfil tasks that will be delegated by the National Coordinator, Country Director and the Programme Coordinator of PME, based in Eschborn, Germany. He/She supports the team in the further development of the activities and approaches of the Centre. He/She additionally supports the team during field work in regard of communication with various actors.



  • The below functions are indicative and may be modified according to the needs of the project.
  • Provide project related information, counseling and advice to the visitors of the information point (assistance, advice, and guidance); 
  • Research, review, prepare and forward relevant reports and documents including detailed summaries, research notes, and briefings;
  • Prepare and present policy recommendations based on the research and analyses;
  • Support to project planning and concept design, including preparation, organization and moderation of planning exercises and their implementation.
  • Impact monitoring, quality management, communication and documentation of the proper implementation of project plans and activities in close consultation with partner institutions.
  • Networking and cooperation with partner institutions and other relevant stakeholders (including non-governmental agencies, research institutes, business and other projects and donors) to maintain good working relationships and to cooperate towards the project’s objectives.
  • Takes minutes and distributes them to stakeholders within the given timeline;
  • Helps to develop and execute communication pieces including translation;
  • Assists the short-term experts assigned to project in completing their tasks including translation
  • Development of ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Excellent team-working and communication skills
  • Preparation of appropriate input for project outputs as required by the project management and GIZ head office.

Required qualifications, competencies and experience:

  • Nigerian national and ideally own migration experience in Germany or another European country (at least two years); 
  • Master’s Degree in social sciences or any other project related field;
  • A minimum of three years of experience in one of the fields: research, social advice, public policies and other project related fields;
  • Professional experience on Monitoring and Evaluation, Report writing, Survey/Data analysis.
  • Excellent written and oral English language skills; German language skills would be an asset.
  • Excellent writing and editing skills;
  • Excellent organizational and interpersonal skills;
  • Strong knowledge of MS Office including the data analyses/processing packages;
  • Familiarity with the administrative, political and migration policy environment in Nigeria and in the region;
  • Ability to build strong relationships with partners, officials, media, and civil society;
  • A strong capacity for effective teamwork, high degree of flexibility, ability to work under pressure of deadlines; 
  • Attention to detail.
  • Willingness to travel in- and outside the country
