The aim of the programme is to improve the employment and income situation of micro, small and medium-sized enterprises (MSMEs) by improving access to finance and business services, strengthening entrepreneurial and managerial skills and addressing key barriers to business and investment climate. The programme focuses on value chain development in dynamic sectors with high growth potential. In the field of agriculture, the sectors of intervention are cassava, potatoes and rice, while the focus in the non-agricultural sector is on low-cost housing. 

The specific needs of women are taken into account in all fields of action. The regional focus is on the three federal states Ogun, Niger and Plateau, with measures being implemented at federal, state and local level. The head office is in Abuja. 



  • The technical professional is responsible for
  • Providing technical input in designing monitoring and evaluation systems, collecting the necessary data, implementing and coordinating effective research, analysis of data and its evaluation, as well as monitoring the impact of the activities for the entire programme for maximum and sustainable outcomes and learning.
  • Strong cooperation with the international M&E advisor.




  • Designs, implements and maintains systems for documenting and monitoring programme activities as well as disseminating programme impacts or experiences and knowledge generated to facilitate learning
  • Develops a pragmatic and hands-on system for data collection; is responsible for the regular follow up of data collection
  • Supports the design, organization and conduct of programme progress review activities involving all programme components, implementing partners and other stakeholders 
  • Makes contributions to the strategic and operational program planning process with the focus on requirements for achieving overall improvement in the programme performance measurement in a very pragmatic and hands-on Prepares reports and information material based on M&E data
  • Represents the programme at partners’ activities (especially those relating to result-based monitoring, progress reviews and evaluation) and contributes actively and meaningfully to discussions and the decision-making process.

  • In consultation with the component managers and the head of programme, the professional prepares and carries out qualitative research on the project and the project environment (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)

  • Ensures the management of an M&E data-base for the programme and regularly updates the data-base
  • Supports the international M&E advisor and the programme components in design, implementation, review and updating of result-based monitoring and evaluation plans, ensures alignment of these plans and monitoring across the programme 
  • Provides technical assistance to implementing partners to develop and implement similar plans
  • Documents experiences, lessons learnt, and best practices relating to the programme and partner activities 
  • Provides (based on demand) focused technical assistance to implementing partners for a more systematic and organised actions regarding data collection, analysis, storage, retrieval and management for decision making 
  • Generates, reviews and updates process indicators for the progress of the monitoring program 
  • Collects information at project sites and from project implementing partners or other relevant stakeholders to the project and assists in drawing up reports and translations 
  • Organises and updates the programme documentations, the filing systems and the programme library

  • Develops training materials for trainings in result-based monitoring and evaluation 
  • Carries out basic training in research, result-based monitoring and evaluation for programme staff and staff of partner organisations
  • Moderates team meetings in connection with monitoring and evaluation

  • Is familiar with GIZ planning, implementation and reporting procedures
  • Is familiar with all programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
  • Represents the interest of the GIZ-assisted measure and always acts on its behalf
  • Carries out important tasks for the programme, even if these are not explicitly cited in the job description

  • Required qualifications, competences and experience



  • Minimum qualification: Masters/MSc in Finance, Economics or similar area.
  • University degree in social sciences, economics or any relevant field, specialization in social statistics and demography will be an asset
  • Five years relevant work experience in result-based monitoring and evaluation including M&E systems development
  • Experience and expertise in data collection 
  • In-depth experience in data analysis and interpretation as well as the logical and understandable (written) presentation of findings
  • Experience in an international context is a strong asset
