Since 2009, Nigeria is the scene of attacks of Boko Haram against the population. In particular, the north-east of the country is affected by destruction and displacement. More than 20,000 people have been killed and about 2.2 million people are displaced from their communities.

The project “Support to the internally displaced and resilience of host communities in the north and north-east of Nigeria” will be financed by the BMZ and the EU. It is in the context of Germany's commitment to "fight causes for displacement – stabilize host communities - support refugees". The project is in line with the EU action plan against refugee crises and with the national indicative programme of the 11th European Development Fund.

The project’s purpose is to improve the living conditions of internally displaced persons (IDP), the population in host communities and of IDPs returning to their communities of origin in north-eastern Nigeria.

The project focuses geographically on the federal states of Adamawa and Borno in north-eastern Nigeria where an estimated number of 5 million people is in need of support. With its measures of rehabilitation and development the project is complementary to humanitarian assistance which is provided by other actors. The planned interventions are closely coordinated and harmonized with other donors and stakeholders.


The project will be active predominantly in informal IDP camps and host communities and communities of origin of IDPs. It promotes the linkage of rehabilitation and development. The aims of the project are to stabilize living conditions in the IDP population and population of host communities, allow the resumption of social and economic life of IDPs while they return to their communities of origin as well as the rehabilitation and reconstruction of these communities. Access to formal and non-formal education, to health services, to energy, water and sanitation, the rehabilitation of road and other built infrastructure, the recapitalization of destroyed agricultural production materials, social transfers (cash transfers) and the revival of local economy are examples for areas of intervention. For the rehabilitation and reconstruction in communities of origin, the project will apply a community based and participative approach to draft community development plans. For its implementation, the project will collaborate with consultants as well as consortia of international and national non-governmental organizations



The technical professional is responsible for

Providing leadership in designing, implementing and coordinating effective research, monitoring and evaluation systems for the entire programme for maximum and sustainable outcomes and learning.


The technical professional performs the following tasks:


Technical and advisory 


The technical professional

  • Designs, implements and maintains systems for documenting and monitoring programme activities as well as disseminating programme impacts as well as experiences and knowledge generated to facilitate learning. 
  • supports the design, organization and conduct of programme progress review activities involving all programme components and implementing partners and other stakeholders 
  • makes intellectual contributions to the program strategic and operational planning process including requirements for achieving overall improvement in programme performance  
  • prepares reports and information material based on M&E data
  • Represents the programme at partners’ activities (especially those relating to result-based monitoring, progress reviews and evaluation) and contribute actively and meaningfully to discussions and decisions to be made.

in consultation with the component managers and the head of programme, prepares and carries out qualitative research on the project and the project environment (developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)

  • Ensures the management of an electronic M&E data-base for the programme and regularly updates the data-base
  • Supports the programme components in design, implementation, review and updating of result-based monitoring and evaluation plans, ensures alignment of these plans and monitoring across the programme 
  • Provides technical assistance to implementing partners to develop and implement similar plans.
  • Documents experience, lessons learned, and best practices relating to the programme and partner activities and make recommendations for ensuring that the GIZ strategy remains consistent and effective.
  • Provides focused technical assistance to implementing partners for a more systematic and organised actions in data collection, analysis, storage, retrieval and management for decision making. 
  • generates, reviews and updates process indicators for monitoring program progress 
  • collects information at project sites and from project implementing partners and other relevant stakeholders to the project and assists in drawing up reports and translations 
  • organises and updates programme documentation, the filing systems and the programme library



Implementation of project activities

The technical professional

  • develops training materials for trainings in result-based monitoring and evaluation 
  • carries out basic training in research, result-based monitoring and evaluation for programme staff and staff of partner organisations
  • moderates team meetings in connection with monitoring and evaluation

  • is familiar with GIZ planning, implementation and reporting procedures
  • is familiar with all programme components and GIZ-assisted measures, concepts and status of implementation and knows the corresponding experts and staff
  • represents the interest of the GIZ-assisted measure and always acts on its behalf
  • carries out important tasks for the programme, even if these are not explicitly cited in the job description


Other duties/additional tasks

The technical professional

  • assists other experts, if necessary as translator, especially during Programme Progress Review exercises 
  • performs other duties and tasks at the request of management 


Required qualifications, competences and experience


University degree or equivalent in social sciences including specialization in social statistics and demography. Possession of post graduate degree in the relevant field is an added advantage


Professional experience

  • Six years relevant work experience in result-based monitoring and evaluation including M&E systems development
  • Experience and expertise in data collection and analysis and report writing


Other knowledge, additional competences

  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Access, SPSS or other database programmes)
  • excellent conceptual, analytical, writing and oral communication, interpersonal relations and facilitation skills
  • team playing qualities/experience
  • good communication and presentation skills
  • familiarity with key national and international issues in program monitoring and evaluation
  • innovative and possessing a positive attitude to change
  • demonstrable strong facilitation and mentoring skills
  • Basic knowledge of one of the European languages widely used within the GIZ, ideally German. Knowledge of Hausa would be an added advantage 
  • strong ability to work with people in a diverse socio-cultural environment
  • tolerant of other peoples’ opinions and views
